    • European Commission URBACT is partly financed by the European Commission, which contributes 78% of its funding (through the European Regional Development Fund, or ERDF). The Commission is an observer in the programme‘s Monitoring Committee. It provides specific support to URBACT projects that have the Fast Track label
    • Monitoring Committee This committee is made up of two representative of each Member State involved in URBACT. It steers URBACT‘s strategic choices, setting out the main directions, and makes decisions that ensures the programme‘s work is effective and of high quality.
    • Managing authority (SGCIV) The URBACT programme‘s managing authority for all Member States and partners is the Secrétariat général du Comité interministériel des villes (SGCIV, or the General Secretariat of the Interministerial Committee of Cities ), under the French Ministry for Urban Policy. It manages and implements the programme.
    • Secretariat This 13-person international team helps implement, lead and monitor URBACT II‘s main activities. It provides technical and methodological support to everyone involved in the programme.
    • Thematic Poles Thematic Poles encourage exchanges among URBACT projects that are working on complimentary topics. The Thematic Poles improve the learning process at the project level and strengthen capitalisation and dissemination at the programme level by drawing up cross-disciplinary knowledge, that encompasses the social, economic, environmental, cultural, and other dimensions of urban development.

    • URBACT projects Every project has 6 to 12 partners (cities, regions, universities, research centres, etc.), who work together on an urban issue, discussing and sharing their experiences and know-how in order to develop effective and sustainable solutions to major urban challenges. Each partner commits to developing a Local Action Plan .
