Guidelines on First Level Control

The objective of these Guidelines is to assist project partners and their controllers in the preparation and implementation of the first level control. It aims to help first level controllers designated by their respective Member/Partner State to certify the eligible expenditure declared by each beneficiary participating in a project. The guide has two main parts – firstly, the nature of the responsibilities, role and duties of first level controllers and secondly, the practical implementation of the control and reporting.

Report of the "Survey on the impact of the economic crisis and the responses of URBACT II cities"

As a response to the economic crisis, URBACT has launched a study on the impact of the economic crisis and the responses developed by the URBACT II partner cities to address the recession. The study started in September 2009 and the survey was sent to all 221 cities participating in the first Call for URBACT projects. The report written by Yamina Guidoum and Paul Soto presents the results of a survey.
