In the EU25 the proportion of elderly people (aged 65 and more) will increase from 16.4% in 2004 to 29.9% in 2050 or from 75.3 million in 2004 to 134.5 million in 2050. The highest proportions of elderly people in 2050 are expected in Spain (35.6%), Italy (35.3%), and Greece (32.5%)). The Local Development, Training and Employment Policies Department of the Municipality of Rome has acquired strong experience in managing any kind of activity, promoted by the City Council, in matter of social inclusion, employment, job counselling, especially concerning integrated projects at local level.

The Department has created employment policies whose aim is focused in overcoming the old concept of working "position", with a new concept of "self-employment". In that respect the Municipality implemented integrated actions for the promotion of an "Active employment strategy" based on the idea that job inclusion and effective quality of employment are the most important factors for a local integrated community. 

Since 2003 the Municipality of Rome has been directly engaged within the Urbact framework as leader of the Urbact Network "Partecipando" and as city partner of the Urbact Networks "Regenerando", Urbact-Udiex, Udiex-Alep and of the Urban Programme "La città muove le torri".

Annamaria Simonazzi is Professor of Economics at the University of Rome “La Sapienza”, President of the Scientific Committee of the Fondazione Brodolini and co-editor of Economia & Lavoro. Macroeconomist, with a strong focus on institutional and social aspects. Her research interests include the economics of the welfare state, employment, gender and social policy and she has promoted and co-ordinated several European research projects in these fields. Her recent publications include papers on elderly care, female migration, and welfare and employment models.
