Active A.G.E. FINAL REPORT

A Local Action Plans' synthesis

The rationale of the ActiveAge project was rooted in the general and complex framework of the population ageing issue, that is both a challenge and an opportunity for most countries in Europe, especially in conjunction with the current negative trends affecting world-wide the economies at a global level.

The Project was focused on the following three subthemes:

  1. - Age and the economy
  2. - Age and care
  3. - Age and inclusion

The ActiveAge Project partnership involves 9 cities from 8 European countries:

  • Rome – Italy (Lead Partner)
  • Dobrich – Bulgary
  • Edinburgh - United Kingdom
  • Maribor – Slovenia
  • Prague - Czech Republic
  • Sevilla – Spain
  • Starogard Gdanski - Poland.
  • Thessaloniki – Greece
  • Wolverhampton - United Kingdom

Each City had to draw up at least one Local Action Plan (LAP) on a specific subtheme of particular interest for its context. The LAP is an instrument for further change, oriented to both improve the impact of transnational exchange and learning on local policies and give concrete form to the outputs coming out from the networking activities carried out by the partners.

Our common feeling is that each LAP represents a milestone and a starting point to implement effective measures in the active ageing field in the 9 European cities involved in this project. Moreover we hope that our experience may be of interest and use for other cities aiming at tackling the same issues.

Local Action Plans Synthesis Report on Age and Economy

The subtheme Age and Economy addresses constraints and opportunities more directly related to the labour market. It will focus on the factors affecting both the supply and the demand side of the labour market, with specific reference to the older workers’ participation: the older workers’ job retention and quality; employability, adaptability and re-entry; enterprise development.

The Local Action Plans Synthesis Report on Age and Economy collects Local Action Plans produced by partners of the project as a result of Local Support Groups’ work.

Demographic Ageing Assessment Framework/Toolkit

The active ageing paradigm is still far from finding comprehensive adoption in the various domains. But citizenship for older people presupposes citizenship for everyone. This approach will help to reframe the problem of ageing as an “opportunity” for empowerment of older persons with enhanced capabilities.

This report aims at providing ideas to identify some crucial points upon which employment, health and social care policies for elderly people should focus on.

Case Studies Report "Age and Inclusion"

Activeage: Exchanging Experiences in Starogard Gdanski at the Third Transnational Meeting

The third Transnational Workshop Exchange Meeting of the Active AGE project, related to the issue of Age and Inclusion, took place from October 13 until 15 in the city of Starogard Gdanski (Poland). During the workshop partners shared knowledge and experiences concern local policies and practices about ageing and social exclusion. A significant number of case studies were submitted by the cities to the Lead partner.

They mainly concern these subthemes:

  • Elder Abuse

  • Gender and Poverty

  • Intergenerational connections/solidarity

  • Social Isolation

  • Digital Exclusion

The main objectives as well as the activities and the lessons learned of these experiences, presented in Starogard Gdanski by the Active Age partners are going to be shown in the following pages.

Case Studies Report "Age and Care"

ActiveAge: Exchanging Experiences in Maribor at the 2nd Transnational Meeting

The second transnational workshop exchange meeting of the Active AGE project related to the issue of Age and Care took place from February 24 until 26 in the city of Maribor (Slovenia). During the workshop partners shared knowledge and experiences concern local policies and practices about care services A significant number of case studies were submitted by the cities to the Lead partner.

They mainly concern three subthemes:

*  Home care

*  Employment & Enterprise in the care sector

*  Active Age

The main objectives as well as the activities and the lessons learned of these experiences, presented in Maribor by the Active Age partners, are going to be shown in the following pages.

Active Age: Exchanging Experiences in Wolverhampton at the 1st Transnational Meeting

The First Transnational Exchange Meeting on the theme of "Age and Economy" was held in Wolverhampton from 17 to 19 June 2009.

A significant number of case studies were submitted by the cities to the Lead partner.

The main objectives as well as the activities and the expected results of these experiences, presented in Wolverhampton by the Active Age partners, are going to be shown in these pages.

Baseline Study

State of the Art

This paper presents the “state of the art” on demographic changes and active ageing strategies at the European level. It traces a broad picture of the European debate, focusing on experience at the national and local levels. The first section illustrates the EU demographic trends and policy guidelines; the following sections will analyse the main issues emerging from these trends, the key drivers and the main policy domains (economy, care services and insecurity) and will present examples of projects, initiatives and strategies aimed at coping with these challenges.
