Kick Off Meeting

The Hilton Hotel located inside Zurich airport was selected as the most easily accessible venue to all partners and the Kick-Off meeting took place there on 26 February 2009

This was the first opportunity to inform partners about using the Presage CTE accounting system and the outputs expected during the life of the project. Details of the Work Group meetings were discussed and dates and venues agreed for these. We discussed the Local Action Plans, Local Support Group configuration and communication actions were agreed, including the incorporation of ‘non partners’ and other interested parties in events.

Working Groups

To ensure a consistent approach is adopted the Thematic Expert will lead and facilitate six Working Groups focused on the four pillars, policy framework review and pilot regeneration actions.

Pillar 1: Energy

How to achieve the sustainable re-use of the built heritage and heritage sites, through maximising energy efficiency, the better management of waste production, energy consumption and greater use of renewable energies. The venue for the REPAIR Working Group Pillar 1 meeting was the former military prison – Paola Corradino in Malta. The subject of Renewable Energy and Waste Management was the focus.

Pillar 2: Preservation

How to develop alternative site uses and techniques, which best secure the long term preservation of the military heritage.  The first of four working groups took place in Medway and focused on Preservation – the second of our Four Pillars. The theme of this Pillar is: “How to develop alternative site uses and techniques, which best secure the long term preservation of the military heritage?”

Pillar 3: Transport

How to maximise access to military sites by sustainable modes of transport, which minimise car use and decouple transport growth from local GDP growth Transport systems exist to provide social and economic connections, and people quickly take up the opportunities offered by increased mobility and accessibility.

The research and development required for the Policy Framework entails holding five Work Group meetings – one for each of the Four Pillars on which the project is based, the fifth will be a review all of the work undertaken and select the Pilot regeneration Action.

Final Conference

The Final Dissemination Event was held in Avrig and Sibiu, Romania. The event was organized over two days in mid June 2011.

Day One – 15 June partners were assembled at the Marsa Military Site just located outside Avrig for a first hand visit to the site: the main focus of the redevelopment work being undertaken in the area. Mr. Arnold Klingeis, Mayor of Avrig welcomed guests and introduced some key locations to those assembled. We also shared in the vision of the plans and opportunities available to Avrig.

Day Two – 16 June the conference held in excellent surroundings at the Ramada Hotel in Sibiu, the 2007 Capital of European Culture in Transylvania. The programme was introduced by Mr Martin Bottesch, Mayor of Sibiu who welcomed guests to the area and included a presentation from our guest speaker, Mr. Liviu Bailesteanu of the Romanian Ministry of Regional Development and Tourism, who shared his view of working with EU ministerial colleagues on matters related to Urban redevelopment.

Policy Framework

One of the key outputs in Project REPAIR is the Policy Framework.

It is the means by which partners explored the realm of policy pertaining to sustainable redevelopment of former military sites. During the exchanges undertaken in REPAIR an incremental growth in both knowledge of EU policy and was achieved. This knowledge was combined with the understanding gained through discussion with like-minded colleagues from the partner locations and resulted in an increased understanding of policy at EU, national and local level and why it is important.

Policy Recommendations

As a condition of funding the project partners are committed to producing 3 main outputs, consisting of 2 pilot regeneration actions, reports on 20 good practices from within the partnership and at least 8 policy recommendations directed towards the EU.

In the course of their work the REPAIR partners identified both supportive EU measures and some policy gaps and barriers to effective local action. They are now in a position to suggest some adjustments to the ‘EU toolkit’.  In making these recommendations it is the collective aim of partners’ to achieve much broader recognition of the scope to re-use abandoned military sites – and heritage assets more generally – to achieve sustainable urban development. Some modest changes at EU level could help to provide cities with a more consistent and supportive context for local efforts, in turn enabling them to play their part in delivery of the ambitious goals set out in EU2020.

Local Action Plans

One of the key outputs of the URBACT project is to develop a Local Action Plan for each location, which will address an identified need.

The Local Support Group who will determine the direction of the plan, its actions, goals and tools to be used to draw up the Local Action Plan. The Local Support Group is composed of key players selected from the local community.

Repair Project Launch

The Publicity Event took place in Medway in conjunction with Working Group II and was timed to allow promotion of the results of the first few months of the project.

Guests were invited from across the Network and resulted in a Cruise on the River Medway to see the former Naval Dockyard from the water. At the Publicity Event Councilor Jane Chitty presented her views on sustainable regeneration.

The Baseline Study

The Base Line Study provides the reader a broad introduction to the topic of redevelopment of military and heritage sites

The Base Line Study presents an overview of the key drivers and trends prevailing in the EU together with policy development and in addition, highlights existing strategies to promote sustainable integrated urban development from each partner at National, Regional, City and Neighbourhood level. Profiles of each partner provide a clearer understanding of the particular circumstances in their area and the Synthesis illustrates the method used to reach the Four Pillars on which we base our research.
