This Final Report aims to provide to the URBACT community, European Institutions and cities concrete cases for further analysis, development and discussion on the potentials of financial engineering instruments for integrated urban development initiatives under the EU framework.

The LAP aims at the implementation of JESSICA in Tuscany by identifying on the one side the potential urban projects suitable with JESSICA requirements, and on the other side developing the mechanism of functioning and the operative structures of UDFs.

The LAP has been conceived within the framework of the Greater Manchester Strategy and the North West ERDF Operational Programme.  The main intention was to be successful in the submission of an application for a Greater Manchester Urban Development Fund within the Jessica initiative: this has been achieved.

The LAP has been developed in the framework of the Action Progammes for the Urban Rehabilitation of Morro da Sé and Mouzinho/Flores. The Action Programmes are projects with the key goal of regenerating these areas.

The LAP is more based on a rather new strategic framework for creating integrated interventions on the city structure and functions, in particular to create a wide network of stakeholders, to create a UDF vehicle for the City, to assess several investment projects (on going), to assess the private investor interest (on going).

The LAP is linked to the Integrated Urban Development Plan for Brasov growth pole, approved by the government on November 2009. LAP is also related to the Integrated Strategic Development Plan for the Brasov metropolitan area, which is under development and will be finalized by the end of 2011. The LAP is still under improvement, after the recommendations of the Jessica Evaluation Study for the Brasov Region (Romania) .

The LAP was established in line with the process of implementation of the JESSICA mechanism in the Wielkopolska region. It was focused on preparations for the prospective participation in call for proposal for projects and implementation of the projects in the framework of JESSICA.

The LAP concerned, in line with the JESSICA requirements: adjustment of the City Regeneration Plan according to the guidelines concerning the Integrated Plans of Urban Development, so that the project proposed were situated in the framework of those areas in the City; preparation of the portfolio of the projects that could be co-financed in the framework of JESSICA; preparing application in the framework of the Call of Interest announced by the EIB for the UDF; preparing for application process that should be announced by the successful UDF operators (in the future).

The document outlines possible definition and criteria to identify "Integrated Plan for Sustainable Urban Development" (Reg.CE n. 1083/2006 art. 44).

Moreover, there is an economic and financial exercise for two Tuscan case-studies related to the sustainability of the projects to be "Jessicable".

The document outlines possible definition and models of UDFs, launched by the European Commission, togheter with the Holding Fund, as the technical instrument for the implementaion of JESSICA.

Reg. CE n. 1083/2006 art. 44 " As part of an Operational Programme, the Structural Funds may finance expenditure in respect of an operation comprising contributions to support financial engineering instruments for enterprises, primarily small and medium-sized ones, such as venture capital funds, guarantee funds and loan funds, and for urban development funds, that is, funds investing in public-private partnerships and other projects included in an integrated plan for sustainable urban development".
