RegGov

Integrated approaches to the development of deprived urban neighbourhoods have proved to be successful in many of the old EU member states over the last decades. But good practice examples of how to develop, implement and fund such policies are rarely known at a wider European level. One crucial factor for the success of such policies are efficient co-operation and a high level of trust between cities and their regional authorities. The RegGov Network aims to make these practical experiences accessible to all partners and help them develop and implement new integrated strategies for a sustainable development at neighbourhood level.

Some European cities and regions, like Duisburg and North Rhine-Westphalia, have gained long-lasting experiences in trustful and efficient co-operation between cities and their regional authorities. For other European partners, such co-operation constitutes a new challenge.

The RegGov Network brings together both types of partners, involving cities from Northern, Western, Southern and Eastern Europe. It intends to use the expertise and know-how which is available ...

RegGov's Lead Partner Institution is the City of Duisburg. Duisburg is member of the Euregio Rhein-Waal and has been Lead Partner and Partner in numerous European projects before URBACT II, such as Interreg, RECITE, EQUAL, XENOS and URBACT I. Duisburg has also been a permanent participant in the German Austrian URBAN-Network since the URBAN I and URBAN II-period.

The general coordination and operational management of the URBACT II RegGov project has been entrusted to the Development Agency of the City of Duisburg (EG DU Entwicklungsgesellschaft Duisburg mbH). The EG DU plays an important part in the improvement of the economic, social and housing structures in those Duisburg neighbourhoods which are particularly affected by problematic situations.

The tasks assigned to the EG DU combine urban planning, social policy and intercultural affairs. Depending on the various local areas and situations, the approaches desiged and implemented by the EG DU are specific to each neighbourhood and derived from individual action programmes. In each case, the EG DU has been entrusted by the City Council with their implementation and further development.

Dr. Petra Potz is the managing director of the consultancy “location³ Knowledge transfer” in Berlin. She is working as an urban planner with experiences in integrated urban planning in a European context. The focus is on governance structures, integrated urban and regional development and urban regeneration policies, e.g. retail and city centre development, decision-making processes and activation of civil society as actors in deprived neighbourhoods.
