Preparation. Based on a template provided by the Lead Expert in May 2008, all Partner Cities prepared a City Dossier with detailed information on their City, the neighbourhood on which they want to focus in developing their Local Action Plan, the relationship to their Managing Authority and other project relevant local issues. During the following months, the Lead Expert visited all Partner Cities in order to get to know on site the situation of the City, the target area, and the stakeholders to be involved in the Local Support Group.
Contents. From the City Dossiers and the results of the Intake Visits the Baseline Study has been prepared and published in October 2008. It consists of three parts:
1. Initial part on the state-of-the-art in the field of good governance in integrated neighbourhood development;
2. Detailed presentation of the situation in each of the Partner Cities and Regions (see the ‘Our Partners’ section to download the City Profiles);
3. Conclusions for the Work Programme of the Implementation Phase.
