This article focuses on the experience of Barnsley, a medium-sized town in Northern England and a member of the URBACT network on Creative Clusters. Barnsley offers an interesting case of combined economic restructuring and urban regeneration, in which creative industries are being targeted as a potential driver for change.

Attracting and retaining creative talent in Barnsley is set against a backdrop of a deprived post-mining economy, with a small but emerging creative sector. Located inside the triangle Manchester-Sheffield-Leeds, in Northern England, regeneration investment in Barnsley has provided key venues for culture and creative industries locally but these have struggled to attract occupants and audiences and there is a clear need for more focused activity, building on from a current mapping exercise and strengthening this emergent economic sector by understanding its needs and the challenges it faces.

The public consultation period about the Green Paper on Cultural & Creative Industries [“Unlocking the Potential of Cultural and Creative Industries”] made by DG Education and Culture was over last Summer. It is clear that Paper comes a bit late, when many EU cities and regions are displaying strategic visions and specific agendas in promoting creative industries, especially in UK, Portugal, Nordic Countries and in Central Europe.

The Centro Region Commission of Development approved the appliance to the program Urban Networks of Competitiveness and innovation of the REC – Rede de Economias da Criatividade (Creative Economies Network). The network establishes an action program with the purpose of develop an economy of creativity in the different partners and places, based in tree axis: Creativity, entrepreneurship and creative industries and education.

15 April 2010 Creative Clusters in Low Density Urban Areas in the European Forum on Cultural Industries in Barcelona

The Portuguese city of Óbidos and INTELI, respectively lead partner and full partner of the URBACT network on Creative Clusters, were invited to attend the European Forum on Cultural Industries that took place in 29-30 March 2010, in Barcelona. The objective of the event was to discuss the importance of cultural industries within the framework of the Spanish Presidency of the EU. There were also presented the general lines of the Green Paper on Cultural and Creative Industries.
