The REDIS Partners' Local Action Plans

In close cooperation with their associated Managing Authorities and with involvement of their local stakeholders, all REDIS partner cities elaborated ‘Local Action Plans’ which describe the cities’ main challenges and  how REDIS has contributed to the development of the different science quarters with goals, objectives and activities for the future concerning the science quarters.

Creating knowledge hotspots in the city: A handbook

Practical guidelines for developing campuses, science quarters, creative districts and other knowledge hotspots

This ‘handbook’ has been developed as an output of the REDIS project. In a journey that lasted 2,5 years, we intensely discussed the development of knowledge hotspots in eight European cities: Aarhus, Bialystok, Halle, Magdeburg, Manresa, Newcastle, Piraeus and Vienna. Moreover, we made inspiring study trips to Aachen and Tampere.

Many cities and regions have the ambition to promote their ‘knowledge economy’: it is generally recognized that knowledge has become the prime source of wealth in advanced economies. This book focuses on one particular way to promote the  urban knowledge economy: the creation of knowledge ‘hotspots’.

Thematic Paper No.8 - Report of the Implementation Lab in Vienna

Revitalising an industrial area: Is knowledge the answer?

In the context of the REDIS programme, in December 2010, Vienna hosted an Implementation Lab, a method that helps to audit an urban planning project using the expertise of partners from different countries. A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of the city economy, and more in particular, the plans to revitalize an industrial area located in the South of Vienna. The audit focused on the question whether an ‘eco-holistic’ concept could be applied to the area, to give it a new and sustainable future.

Press releases

During the REDIS Project some newspapers and journals inform about the project, paticularly the press on local level.

Here are some examples:

Some press news about the first Implementation Lab in Magdeburg in March 2009 published in the local newspaper "Magdeburger Volksstimme" .

The Polish newspaper Gazeta Wyborcza inform about  REDIS project in May 2009.

Some press news about the Manresa Implementation Lab in October 2009 published in the local newspaper. The first one is a leading article titled " Rethinking the future of the parc central ". The second one has as a title " An analysis of european experts recommends the City of Manresa to specialize the Parc Central ". Both articles are in catalan language.

Some press news about the end of the Urban Design and Landscaping
Competition – Ideas for Science Quarters
in Magdeburg. They published in the local newspaper "Magdeburger Volksstimme" in February 2010.

The "Mitteldeutsche Zeitung" in Halle /Saale published some news about the results of the Implementation Lab in Halle on June 2010. The journal "Geschmacksverstärker" reported on the REDIS Project in Halle /Saale.  

Cities all over Europe are developing "knowledge hotspots" - physical concentrations of knowledge intensive or creative activity. Increasingly such hotspots are being developed inside the city rather than at suburban Greenfield sites. Read the article published in the URBACT Tribune "Urban Hotspot 2.0 - The challenge of integrating knowledge hubs in the city" which looks at how cities can avoid these areas becoming elitist "ivory towers" and how they can integrate them economically, socially and physically into the urban fabric. Written by Willem Van Winden, Lead Expert of the REDIS project.

The Magazin REGJO reported on the Magdeburg project "Science Port" and

REDIS  in March 2011.

At the web-services www.newsropa.de an Interview with the Lead partner was published in April 2011.

Magdeburg presented the Masterplan for the REDIS Quartier "Science Port". The Magdeburger Volksstimme in Magdeburg reported on this in July 2011.

communicate and disseminate the REDIS Project

One of the key goals of REDIS project is to set up a common identity of “Living in a Science city” in each partnercity among stakeholders and inhabitants. To meet this goal one of the key points of project work is to communicate and disseminate the project:

The REDIS network was represented at the 3rd German-speaking URBACT Day in Berlin (DE) on 13 December 2010 by Janine Lehmann from the Lead Partner, the City of Magdeburg.

REDIS was represented at the co-operation platform meeting (EU Service Agency of Saxony Anhalt). With the co-operation platform, we want to give you, as EU actors and stakeholders in the Land of Saxony-Anhalt, the opportunity to meet up regularly and exchange your ideas and experiences. The aim is to enable you and other EU actors to get to know each other, network and share knowledge.The co-operation platform meetings take place every six months.

REDIS European Newsletter No. 6

During the project duration REDIS will inform about the actual findings of the network through a newsletter. Get informed about the results of the Implementation Lab of REDIS Partner Bialystok (Poland), which took place in end of September 2010. A summary of the results can be found on the following pages. A technology park in Białystok: from building to concept

The city of Białystok is a member of the REDIS-project, an EU-sponsored exchange programme of eight cities that have the ambition to use their science base as a driver for local economic development.  In the context of the REDIS programme, in autumn 2010, Białystok hosted an Implementation Lab, a method that helps to audit an urban planning project using the expertise of partners from different
countries.

A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of the city economy, and more in particular, the plans to create a science and technology park. The audit focused on the question how to position this park as a catalyst for the emerging local and regional knowledge economy.

Thematic Paper No. 6 - Report of the Implementation Lab in Halle (Saale)

Towards a creative cluster in Halle (Saale)

In the context of the REDIS programme, in spring 2010, Halle hosted an Implementation Lab, a method that helps to audit a project using the expertise of project partners from different countries. A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of the city economy, and more in particular, the plans for a district near the city centre that is to become a creative cluster (see annex 1 for the program). The audit  focused on the question how to develop the area into a creative cluster, where to focus on, how to market it, and urban design issues.

Planning for the urban knowledge economy:

A new campus concept in Aachen, Germany

In June 2010, a delegation of 8 European cities visited Aachen to learn more about the ambitious and highly innovative new campus development there. The study trip was part of the REDIS project, that deals with the question how to develop urban ‘hotspots’ for the knowledge economy. We obtained lectures from a number of stakeholders involved, and had intense discussions with them.


This short report summarizes the findings from the trip. After giving some background on the city (section 2) it describes the vision, strategy and business model for the campus (section 3), its physical appearance and phasing (section 4); finally, it raises some questions, issues and themes that popped up during the discussions with the various stakeholders.

Thematic Paper No. 5 - Report of the Implementation Lab in Piräus

Towards a knowledge quarter in St. Dionysios, Piraeus

In the context of the REDIS programme, in February 2010, Piraeus hosted an Implementation Lab,  method that helps to audit a project using the expertise of project partners from different countries. A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of the city economy, and more in particular, the plans for the Dionysios district (see annex 1 for the program). The audit focused on the question how to develop the area into some sort of knowledge quarter.

The first day of the implementation lab was meant to inform the partners in more detail on the development of the urban economy, and the key stakeholders in the development project. A number of local stakeholders delivered presentations and presented their views to the audience. During the second day of the lab, the audience was split into two working groups, where each group was a mix of foreign and local participants/stakeholders. The groups elaborated their observations and produced a series of recommendations and ideas for the Dionysios area.

An analysis of the knowledge economy of Manresa and its Parc Central

In the context of the REDIS programme, in November 2009, Manresa hosted an Implementation Lab, a method that helps to audit a project using the expertise of project partners from different countries. A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of the city economy, and more in particular, the plans for Parc Central (see annex 1 for the program). The audit focused on three themes: 1) the physical integration of Parc Central in the city; 2) the diversification of the economy, and 3) particular ideas and strategies for Parc Central.

The 5th REDIS European Newsletter will give information about the results of the Implementation Lab of REDIS Partner Halle (Saale), which took place in end of May 2010.  Furthermore you can find the report about our site visit to Aachen /Germany. Moreover, we present REDIS Partner Vienna. Ideas for Science Quarters

Urban Design and Landscaping Competition – Magdeburg Science Port

The state capital Magdeburg is inviting cities participating in the European Urbact II programme, REDIS, to endorse this competition. Magdeburg hopes that the contest will provide an additional platform for cities participating in REDIS – a programme to Restructure Districts into Science Quarters – to enter into dialogue, with the emphasis on urban design and space.

Report of the 1st annual project conference - May 2009

Evaluating the progress of the project, checking milestones and results and deciding about changes

The

annual conference is a meeting of the REDIS “steering committee”. Overall there will be 2 annual conferences during the REDIS project lifetime. One took place on the 28th of May 2009 subsequent to the Implementation Lab in Newcastle from the 26th to the 28th of May 2009.

Thematic Paper No.3 - Report of the Implementation Lab in Aarhus

Aarhus IT city of Katrinebjerg

Aarhus has developed the IT city of Katrinebjerg. Over the years, Katrinebjerg has gradually been developing from a rather ordinary business park to a powerful cluster of ICT research institutes and companies.   In the context of the programme, in September/October 2009, Aarhus hosted an Implementation Lab, a method that helps to audit a project using the expertise of project partners from different countries. A delegation of the partner cities paid a 3-day visit to the city and made a critical assessment of the development of Katrinebjerg. The audit focused on three themes: 1) the management of the area; 2) Branding and marketing and 3) support for start-ups and SMEs. But more general aspects of Katrinebjerg covered as well, including the Masterplan and the public space.

Report of a site visit in Tampere (Finland)

Lessons learned from the most successful European examples of urban development based on science and innovation

On July 1st and 2nd 2009 a REDIS delegation visited the city of Tampere (Finland) searching for informations und strategies. Experts call Tampere as one of the most successful European examples of urban development based on science and innovation. Leadpartner Dr. Klaus Puchta resumes his lessons learned in Tampere for his city of Magdeburg and all other European cities.

Community participation in knowledge-based local economic development projects: the case of Newcastle’s ‘Science Central’

Several European cities are developing large-scale ‘knowledge quarters’ or science-based campuses in or near their city centres. This development trend marks a contrast with the 1970s and 1980s, when technology parks and science campuses were typically created at the edge of cities, at suburban locations. In this paper, we focus on the community involvement in the planning of these developments, using the Science Central plan of Newcastle (UK) as an illustration.

Creating liveliness and diversity in science locations? - Trends and examples

REDIS lead expert Willem van Winden was make up following thematic paper, which is addresses one particular aspect: the growing importance of liveliness and diversity for science locations. 

Knowledge has become the prime source of wealth in advanced economies. Increasingly, urban regions have become recognized as important active ‘engines’ and promoters of the knowledge economy. Europe’s cities are the main centers of knowledge creation, commercialization and innovation, and their policies and attitudes can make an important difference. The REDIS project focuses on one particular and highly significant aspect of urban policy for the knowledge economy: how to create or promote special locations, zones, quarters or parks, where knowledge based companies and institutes are co-located. These can be new locations (greenfield initiatives) or redevelopment projects that aim to transform existing urban districts. This paper addresses one particular aspect: the growing importance of liveliness and diversity for science locations. We discuss the new demands on working locations, and the consequences for science parks and other ‘knowledge areas’. Next, we discuss how liveliness and diversity can add to the success of a knowledge location, and illustrate this by a number of examples from European cities

Baseline study, August 2008

BASELINE STUDY

(Re) Developing Science Quarters in Cities - a baseline analysis of evolving science quarters in tehe cities of Aahus, Bialystok, Halle (Saale), Magdbeurg, Manresa, Newcastle, Piraeus an Vienna. REDIS lead expert Willem van Winden conducted the baseline study for all REDIS partner cities. The baseline study mirrors the actual situation in the REDIS partner cities and shows where local problems exist and how they should be tackled during the REDIS implementation phase.
