4th CASH Mini-Guide on Citizens’ involvement, January 25-27, 2012

The 4th CASH Mini-Guide on Citizens involvement, resulting from the 4th transnational Thematic Seminar held in Bridgend, UK, January 25-27, 2012, includes a ‘State-of-the-art’ on citizen involvement in the renovation process and on behavioral changes, based on Shelter project, SCI-network and Energy Ambassador IEE project.  It presents the ‘key’ issues discussed by partners and their recommendations on the WHEN and the HOW are citizens involved in the renovation process (as decision-makers or as recipients of information) and on how awareness raising for behavioral changes is performed (using tools designed FOR them or WITH them).  Numerous UK examples are provided (Bridgend County Borough Council, V2C social landlord, Communities First Programme, UK Energy Saving Trust, Energy Ambassadors IEE project and Rockwool manufacturer), as well, examples from other CASH partners (Echirolles, France, Village II disadvantaged district; Tatabanya, Hungary - district heating Co. measures to reduce energy consumption; Frankfurt, Germany ecological renovation project of the city’s housing company ABG Frankfurt Holding). Recommendations are presented through the ‘Bridgend resolution’.  Specific recommendations are made for Managing Authorities and regarding Climate Change Policy.

Tools developped by CASH partners to illustrate the systemic approach of project management in the field of Social Housing Energy Efficient Renovation (SHEER)

The recommendations made by CASH partners, during the 6th transnational Thematic Seminar , to favour a systemic approach of project management, are presented in a serie of 3 matrices.  They illustrate the actual and  the desired situation for projects managed by social landlords, by co-properties and  and by co-properties in Eastern countries.

15 March 2013 – WHAT ABOUT CASH FINAL ELECTRONIC NEWSLETTER 4 ?

At a time where Energy Efficiency is in every agenda, this special issue of CASH Newsletter was produced to provide European cities, organizations and Managing Authorities, with the core substance of the fruitful and useful exchanges experienced during 3 years by CASH partners from 9 European countries.  This newsletter 4 brings together all final CASH deliverables (the Guide ‘Cities Advice for Sustainable Housing’ and the Compendium of Local Action Plans ‘Cities Action for Sustainable Housing’) in 8 languages.  But its key objective is to present the experiences of sharing of  CASH network solutions at the European level with representatives of the EU Directorate General of Regional and Urban Policies, members of the European Parliament, Managing authorities and European organizations, through the final CASH Conference, the signature of CASH Mayors’ Declaration of Intent and the brochure of CASH policy recommendations.

CASH MAYORS' DECLARATION OF INTENT, signed in Brussels, November 29,2012

To highlight their commitment in fighting fuel poverty through CASH Local action plans’ pilot operations, Mayors, Mayors’ representatives and Vice-President of Region, partners of the CASH network, signed a Declaration of Intent at the final CASH Conference held in Brussels on November 29, 2012,.  The Declaration, which underscores the need for a European contribution to this effort within the new Cohesion Policy context, was officially handed over to the representative of DG Regional and Urban Policy, together with the programming criteria extracted from CASH learning by major actors of EU energy policies during the conference.

“9 CASH Policy Recommendations to make the best use of the new structural funds for sustainable housing – Guide for EU decision makers and Managing Authorities in the frame of Cohesion Policy 2014-2020”, November 2012

The three-year transnational exchanges between CASH partners on essential ingredients of Social Housing Energy Efficient Renovation (SHEER) allowed highlighting a series of local knowledge and finding collective solutions taking into account the diversity of situations between countries and cities.  To translate these local solutions into policy recommendations which could be used by EU decision makers and Managing authorities within the frame of the new Cohesion Policy 2014-2020, the CASH network worked closely with CECODHAS Housing Europe -the European Federation of public, cooperative and social housing-, which possesses an extensive experience in the field of  European Directives and their negotiation.  They co-produced a brochure of “9 policy recommendations” presented under 4 sections meant to correspond to the elements of a successful programme of Cities’ Action for Social Housing, also considered as ingredients of success.  A synthesis of the brochure has been published in the December 2012 edition of the European magazine European Energy Innovation (IEE).

CASH FINAL CONFERENCE, EU - Brussels, Nov. 29, 2012

In the new context of the EU Cohesion Policy 2014-2020, State members are asked to heavily invest in Energy Efficiency (EE) and Social issues.  Member States with Managing Authorities are programming the use of these new structural funds. However, there are important barriers to energy efficiency implementation in social housing.  

The objective of the final CASH Conference, held in Brussels on Nov. 29, 2012, was to share with Managing Authorities, the European Commission –in particular Directorate-General Regional and Urban policy and Directorate-General Energy-, EU Parliament members and European organizations –as CECODHAS Housing Europe, Covenant of Mayors and Energy Cities-, the recommendations of the network to reduce these barriers and to come out with key programing criteria to make the best use of new structural funds for Energy Efficient renovation of social housing with a systemic approach and a mass perspective.
