Our Activities

STATE OF PROGRESS

During the Development phase (25.11.2009 - 18.07.2010), 6 new partners have been added to the network: Brindisi (IT), Les Mureaux (FR), Sonderborg (DK), Tatabanya (HU), Utrecht (NL), Rhône-Alpes (FR).

A Peer review was performed between partners during March and April 2010. Cities monographs elaborated during the visits were compiled into a Baseline Study. Visits were an opportunity to maximize exchanges between partners, to build-up the URBACT Local Support Groups in each city and to strengthen the network.

Since July 19, 2010, the project has started its implementation phase (IP). Up to December 2011, the following activities, planned in the Work plan, were performed :

Meetings, thematic seminars and mini-guides

- Preparation and organization of the 1st CASH kick-off meeting of the Implementation phase, held in Echirolles, 30 Sept.- Oct. 1st, 2010: Work plan, communication plan and budget were approved by partners. The ‘knowledge learning process’ was adopted as the CASH methodology. It consists of feedbacks between Local action plans (LAPs) and Thematic seminars, with the production of a mini-guide after each Thematic seminar (see programme, background paper and report in Events).  

- Preparation and organization of the 1st Thematic Seminar on Technological Development, held in Utrecht, on Jan. 26-28 2011. Renovation approaches (standard or case-by-case; global or ‘step-by-step' of work; targets), technological aspects (insulation, glazing, ventilation, hot water system, airtightness, moisture flow control) and monitoring systems (methodologies and equipment) where key aspects covered. A peer review of Version’0’ LAPs was been performed (see programme and report in Events).

- Preparation and organization of the 2nd Thematic Seminar on Legal Framework, to be held in Brindisi, on March 13-15 2011. The programme has been elaborated. The seminar will cover: European Directives and policies, Legal framework in partners’ countries (at national, regional and local levels), enabling factors (programmes, committees, plans, financial measures…), barriers (unequal access to enabling factors, competitiveness between regulations, rapid development of policies, instability of financial measures…), partners’needs and processes for the elaboration of new regulations / policies, were key topics analyzed (see programme, backgroung paper, tools and report in Events). 1st Mini-guide on Technological Development is being elaborated.

- Preparation and organization of the 3rd Thematic Seminar on Financial instruments, held in Frankfurt, Germany, on April 7-9, 2011. It focused on the analysis of European, national, regional and local financial instruments known by CASH partners. Tools were developed during workshops to analyze disparities between financing sources available to the different categories of beneficiaries, differences between countries, the duration of financial instruments. Most common obstacles and requirements were discussed and original financial instruments used in CASH partner countries were shared. From these exchanges, solutions were proposed for making financial instruments adapted to long term, large scale energy efficient renovation operations (see programme, background paper, tools and report in’Events’).

- Preparation of the 4th Thematic Seminar on Citizens’ Involvement, to be held in Bridgend, UK, on Jan. 25-27, 2012. Key issues to be discussed will be ‘WHY’, ‘WHEN’ and ‘HOW’ involving tenants / citizens in the renovation of social housing units. The monitoring of their involvement will also be analyzed, as well as barriers and needs (see preliminary programme and background paper in ‘News’).

ULSG AND LAP

- Strengthening of partners’ Local Support Groups through the integration of key stakeholders (see ULSG lists in Project documents)

-  Organization of ULSG meetings by the 11 partners to define their strategic axis of action and prepare the various phases of their Local action plans (LAPs)

- Version ‘0’ of 11 LAPs, covering: context, key issues, strength and weaknesses, and strategic axis of action, was elaborated by the local support groups of the CASH network. This version ‘0’ was peer reviewed in Utrecht during the 1st Thematic Seminar (see Version ‘0’ LAPs in Project documents);

- Version '1', identifying activities (short, mid and long term) for each strategic axis, as well as, presenting a stakeholder analysis, are inder preparation for the end of december 2011.

Communication

- Website: Partners’ information have been standardized and ‘Our Activities’ section updated. Documents produced are being integrated in the ‘Project documents’ section.

- Electronic Newsletter: With CASH reprogramming, it has been agreed that 4 consolidated newsletters will be produced, providing: news on coming events and publications; partners’spotlight; results of the transnational thematic seminars and of the different versions of the local action plans (LAP); tools developed by the network. Newsletters 1 and 2, covering, respectively, the 1st and the 2nd semester of 2011, are being circulated.

- Press relations: several articles were published on the 1st meeting and thematic seminar, in local newspapers. two articles on CASH network were published (see articles in News section)

- External institutional links have been established and specific cooperation developed with CECODHAS Housing Europe. Visibility of CASH project will be gained through their “Cooperation pack” as their submission forms will be filled-in.

19 January 2012 CASH Mini-Guide 1 now available in 8 other languages !

The First CASH Mini-Guide on Technological development is now available in the 8 other languages of the network: Bulgarian, Danish, Dutch, French, German, Greek, Hungarian and Italian.  In the CASH 'learning process' it helps disseminating transnational seminar results among members of local support groups, as well as among local, regional and national stakeholders interested in learning more or sharing experiences / knowledge to favour synergies.

01 August 2011 CASH article in the European Energy Innovation magazine, December 2011: ‘How was CASH born’.

This article explains, how Echirolles city in France - pioneer since 2004 with active involvement of citizens in Agenda 21, signatory of Covenant of Mayors and involved in intelligent energy forums - wanted to go a step forward and contribute, at European level, to proposing new practical solutions for the energy efficient renovation of social housing through the building of the European CASH exchange network of 11 partners from 9 European countries. It also highlights the added value of the network, exploring barriers and needs and synthesizing situation on key topics in partners countries, with an example given on the Legal framework issue.

01 June 2011 Legal framework tool developed by CASH partners

To prepare the 2nd CASH transnational Thematic Seminar on Legal Framework, a table on Legal framework has been built by partners to compare their legal instruments for key Energy Efficiency topics. This table is highlighting EE topics well covered by the legislation, the ones that seem to be left behind deserving attention, specificities of some partners. A detailed analysis and key recommandations at European level are presnted in CASH Mini-Guide 2

31 May 2011 Coordination tool developed by CASH Lead Partner.

A grid synthesizing the Baseline study has been produced by Lead Partner to facilitate the establishment of linkages between partners on the basis of Energy Efficiency (EE) themes. It highlights fields of expertise of each city, areas which still require attention and /or specific strategy (i.e. Managing Authorities and LAPs' targets) and topics with common actions deserving closer cooperation between some partners. (see link below).

Version 0 of CASH partners’ Local Action Plans identify the context, key issues and define key strategic axis of action (see synthesized version in ‘Read more’). These have been discussed and reviewed between partners during a peer review session planned during the 1st CASH transnational Thematic seminar in Utrecht (Netherlands).

19 May 2011 Financial instruments tool developed by CASH partners

The information brought by the 11 partners of the CASH network, on financial instruments available from European, National, regional, local and private sources for social landlords, co-properties and private owners, has been synthesized in a matrix. This tool, which gives a broad picture of most commonly available sources of funding, easily pinpoints: gaps for co-properties and private owners, as well as the short-term based nature of European and regional funds. Together with other matrices on barriers and needs, it allows orient recommendations at European, regional, national and local levels.

Sonderborg Municipality, in Denmark, is involved in the vision of creating a CO2-neutral growth area before 2029, creating new solutions, measurable CO2 reductions, new jobs and a talented generation of young people. Within its new Energy Strategy, a public-private partnership – ProjectZero – strives to solve the climate challenge and create new green jobs by uniting all of the area’s forces to reach a clear goal: CO2-neutral growth and sustainable urban development. CASH Lead expert has synthesized in his article the adapted peer rewiew method developed within the CASH project. The URBACT Peer Review method, has been adapted for specific CASH needs: smaller teams, very short and quick visits, and “energy efficiency in social housing” Topic.

09 September 2011 3rd CASH Thematic Seminar on Financial Instruments, Frankfurt, Germany, Sept. 7-9, 2011

The 3rd CASH thematic seminar on Financial instruments related to energy efficient renovation was held in Frankfurt, Germany, from September 7 to 9, 2011. It focused on the analysis of existing European, national, regional and local financial instruments known by CASH partners. Aside from typifying financial instruments assisting in reducing the cost, helping increasing resources, or supported by a third party, tools were developed during workshops and roundtables to analyze disparities, obstacles and requirements. Original financial instruments used in CASH partner countries were shared. A series of solutions for making financial instruments adapted to long term large scale energy efficient (EE) renovation operations were proposed and recommendations made through the ‘Frankfurt Resolution’.

14 April 2011 2nd CASH Thematic Seminar on Legal Framework, Brindisi, Italy, April 13-14, 2011.

The 2nd CASH thematic seminar on legal framework, held in Brindisi, Italy from April 13 to 14, 2011, focused on the analysis of existing legal instruments at national, regional and local levels in CASH partners ‘ countries. A table of the Legal framework by key Energy Efficiency (EE) topics, in CASH Partners’ countries, has been produced. Workshops were organized during the seminar to examine: enabling factors (policies, regulatory mechanisms), financial measures, plans, educational programmes…), barriers and partners’ needs. Regional and local initiatives allowing to go from people needs to new legislation (bottom-up approach) were presented. Recommendations of the thematic seminar were given in the ‘Brindisi Manifesto’.

The 1st CASH thematic seminar on Technological Development, held in Utrecht, Netherlands, from January 27-28, 2011, focused on presenting a ‘State of the Art’ of technological aspects: insulation, glazing, ventilation, domestic hot water system, airtightness, moisture flow control, taking into account the concept of ‘grey energy’. Discussions centered on which renovation approaches to adopt: ‘step-by-step’ or ‘global’ and which energy performance targets to meet?. A field visit has been organized to show examples of technologies used in social housing renovation. External cooperation with CECODHAS Housing Europe has been analyzed and links established between CASH partners and the national energy platforms of their ‘Power House’ project. A session has been dedicated to the peer review of partners’ Local Action Plans (LAP) – version 0, defining key strategic axis of action.

01 October 2010 1st CASH Implementation Phase meeting, Echirolles, France, September 30 –October 1st, 2010

To launch the second phase of CASH project, a meeting has been organized with all partners in Echirolles, France. The main purpose of the meeting was to fully share the implementation phase programme ('Final application phase 2' report) and have the work plan and communication plan validated by all 11 partners from the 9 countries. Activities, outputs, administrative and financial procedures were covered.
