Technical University of Civil Engineering Bucharest - TUCEB is a public institution delivering knowledge regarding to different engineering fields: civil, industrial and agricultural building, hydrotechnics, railways, roads and bridges, building services, technological equipment and geodesy. In 2009 the Technical University of Civil Engineering of Bucharest has a remarkable academic staff (157 professors and consulting professors, 122 associate professors, 107 lecturers, 198 assistant professors and junior assistants), who have distinguished themselves through the results of their teaching and research activity. The research activity in the university is extremely developed and reveals manifold facets amongst energy efficiency is a keystone (http://www.utcb.ro/diverse/brosuraeng2008.pdf ). Technical University of Civil Engineering Bucharest as an institution is accredited for all higher education programmes - Bachelor, Master, and Doctorate – in full agreement with its major aim of promoting excellence in training and research; these activities are consistent with its ultimate mission of training specialists at the highest level, with a view to contributing to the scientific and technological progress, to maintaining high professional standards and efficiently involving these specialists at all levels of the real economy aiming to constantly increase the life standard.
Related to the present project TUCEB is training specialists in energetic auditing of buildings, waste management, energy-efficient transportation, environmental engineering and also participates in research projects related to these themes. Even if university is located in the region Bucuresti-Ilfov, the influence area (meaning students, research activity beneficiaries etc) is spreaded over the whole territory of Romania.

Liz is a policy analyst specialized in urban environment, local sustainability, planning, governance and EU policy and funding in these fields.
Her main activities include policy analysis and related tasks for European Commission, national, regional and local authorities and other public bodies. Support to project development for European funding, evaluation of EU funding programmes and expert evaluator.
