B.1. Understanding of integrated and sustainable urban development: 
Both in my role here at Stockport Council in the Regeneration Department and previous roles in Willow Park Housing Trust as a Community Regeneration Manager and in Manchester Foyer where as Operations Manager, I have led on intergrated and sustainable urban development and regeneration projects that attracted European Regional Development Funds for 2 employment schemes European Social Funding for training and development and New Deal funding from central government to support homeless young people into Employment. I have both experience of developing and managing economic and employment growth projects and providing advice on complex issues of securing and/or managing external funding. I will detail first my economic and employment experience and then the funding advice experience. First in Manchester I was closely involved with both Regeneration Partnerships there and led on economy, skills and employment both at the Foyer and at Willow Park. At Manchester Foyer we developed unique and innovative projects targeting employment and skills for homeless young people to increase their employability and keep them away from rough sleeping. This was in partnership with the local regeneration partnership; local business leaders and Manchester TEC. In Willow Park I developed 2 new Intermediate Labour Markets. The first was targeting young unemployed adults who were trained and gained experience in Window Fitting as part of the wrap around regeneration of the area

B.2. Understanding of exchange and learning processes at transnational level: 
I have developed an keen understanding whilst at Stockport and developed exchange and cooperation projects so that now a first choice partner for European Partners and our role is more involved with the partnership development and project development as well as leading on work packages for the partnership. This is now to the extent where Stockport are leading a submission as a Lead Partner in 2015 for the first time ever at the head of a large and growing Consortium for the new Erasmus+ programme around training and skills. Within Europe I have particular create a role of specialist that has led to Stockport being able to secure funding from Europe and has grown from an occasional EU project to gaining a national reputation as a municipality that engages in EU programmes and in the last 2 years has been seen as a serious player in Europe with a strong and growing reputation as European expert in the field of Active Ageing. For Stockport this is a new position and one which we can be very proud of. Subregionally we are seen as leaders around European Cooperation Funding and with securing over €900,000 of funding have demonstrated that Cooperation Funding is worth investing time and resources. This role has grown since undertaken work directly for the EU Commission since 2013 as an external expert in this area. I have led on Interreg projects (5) 7th Framework and Horizon 2020 projects as well as AAL and CIP programmes.

B.3. Proficiency in English: 
English is my mother tongue and I am an effective communicator both written and orally. I present very often to large audiences and small groups and deliver training around European projects as well as previously delivering training around mental health. I am an experienced expert for the EU Commission and regularly provide excellent reports and review documents as a reviewer or an evaluator. I have also been a rapporteur for the Commission on more than one occasion. I can work fast to collate research and provide regular deliverable reports for our European projects as well as reports for politicians and senior managers.

Expertise for the design and delivery of transnational exchange and learning activities:

C.3.1. Ability to communicate complex concepts to non-English speakers: 
Provide examples of one (or several) situations where you have been responsible for communicating complex concepts to non-English speakers. Provide examples of supports used for communication (presentations, youtube links, PREZI, etc.). prestnations used prezzi etc you tube and doubel presentation I have delivered several presentations to non English speakers especially with previously mentioned project in Latvia and Lithuania where virtually noone spoke English and I had to work directly with s simultaneous translator. I have used a variety of techniques such as video presentations, prezzi, google hangouts and also youtube with several of our European projects. I have also presented at large venues in Poland and Czech Republic around Regeneration and regularly speak at EU Open Day Events where there is translation. I also try to make my message clear and simple and have delivered several presentations at the Call Launch for several funds for AAL and other funders looking for partners from non English speaking partners.
C3.1 Assessment:

C.3.2. Ability to draw out, support the verbalization and documentation of knowledge and practice from participants: 
In both the Interreg projects I have been involved with where we have led on the transnational deliverables such as the SeNS and CIB projects I have experience of collating and disseminating good practice from projects as well as using social media (twitter) to share it.
C3.2 Assessment: 
1 - Provided more examples that demonstrate the ability to draw out, support the verbalization and documentation of knowledge and practice from participants to enable comparison, exchange, peer review, etc. Also visible through C1 application part .
C.3.3. Ability to capture learning for participants to take away: 
In my reviewing work for the Commission as an external expert I have experience of reading and reviewing very large collections of deliverables and assessing progress and opportunities for learning for partners.

In all the Cooperation projects I have been involved with I have had to prepare and submit reports around policy and good practice such as the Interreg Projects as well as the CLIPS ICT PSP programme where I have contributed to the policy paper on Data Privacy. In Project Silver 7th FP I have developed an Ethics board and Ethics Paper. In the EldersUP AAL Project I have developed an End User Specification and Scenario Story Board. In SeNS I developed the Guidelines for Directors around Senior Networks and in Cities In Balance I helped develop the Senior Employment Good Practice Guide.
C3.4 Assessment:

Summary Expertise for the design and delivery of transnational exchange and learning activities: 
I have a long term involvement in European Cooperation with extensive experience in Interreg, AAL, CIP, 7th Framework and latterly Horizon 2020 projects. I have an extensive experience of Social Care, regeneration, economic development, dementia, ICT systems for Care and robotics. I take an active role in the European Innovation Partnership for Active and Healthy Ageing (EIP-AHA) AFEINNOVNET and Coral networks as well as contribute to the European Social Network.
Assessment: 
The expert is validated for C - he scored 3/3 in C1, 3/4 in C2 (he was not validated only for 2.4. as he did not demonstrate strong capacities in leadership,mediation, conflict management, empowering inactive partners etc.) and3/4 in C3 (he was not validated for 3.3. - provided less than two examples that demonstrate the ability to capture learning for participants to take away). Overall the expert demonstrated relevant expertise for the design and delivery of transnational exchange and learning activities.

I have over 20 years experience of working in and around Social Care and Health and developed expertise in working with mentally disordered offenders, sex offenders, robotics for older people and more recently dementia.

D.2. Ability to produce thematic inputs to feed in the learning process of in projects in which you have been involved: 
I have led on the thematic inputs for the SeNS programme around tools for Directors of Social Care around the use of volunteers. I have shared these via the online EIP-AHA portal.

I personally delivered a the work package 2 in the SeNS interreg programme with a clear report, good practices and policy guidelines for Directors of Social Care around the use of senior volunteers. I have led on the creation of end user specifications reports for our AAL project Elders UP! I have also shared these learnings on the Commission portal for the EIP-AHA

I led on the 2013 Interreg NWE Capitalisation Event where I shared good practice and demonstrated how we had capitalised with the Cities in Balance project on the learning not only during the project but afterwards

Assessment: 
I have a long term expertise in the field of Social Care and particularly EU Cooperation projects around Active Ageing and am employed regularly by the EU Commission as an external expert reviewer and project evaluator. The expert is not validated for this theme, he scored 2/4. He lacks experience in feeding the decision making process in urban development policies and did not demonstrate sufficient experience in producing thematic inputs to feed in the learning process in projects he has been involved in.

Expertise support to local authorities and other stakeholders in designing & delivering integrated and participatory policies

E.1. Knowledge on participatory methods and tools for co-production and implementation of local polices : 
In the work here in Stockport we specialise and lead on coproduction such as for our award winning site mycaremychoice.org.uk which put end users in control of the development of our Social Care platform. I have also been involved with participatory budgeting projects in Stockport and participatory regeneration projects here and in Manchester.v
