Please note that this project ended after the Development Phase.Brownfield problems have been one of the major concerns of European policies since the 80s in the regions of industrial tradition accelerated by the integration of the new central European member states. Nevertheless as indicator of the ongoing restructuration of the European economy, the rate of brownfields remains on a high level and the current economic and financial crisis will led to considerable new problems including brownfields from commerce, housing and tourist sector. In particular, significant impacts are seen in the remaining high often still increasing rate of urban brownfields. The financial crisis has fundamentally changed the environment for private and public redevelopment strategies.

The Thematic Network "BRING-UP" will work together in the implementation of local action plans on accelerated brownfield redevelopment

  • by supporting risks for private investors on economic viable sites (A-sites)
  • by integrating public funds and ERDF in public-private-partnerships (B-Sites)
  • creating structures to recycle non-marketable sites (c-sites)

The Network will not only focus on spectacular showcases of successful brownfield regeneration in central metropolitan areas but on the presentation of integral urban and landscape approaches for desadvantaged areas in decentralize locations. The  initial partners in the preparation phase arc informally cooperating since 2007 and representing brownfield problems

  • on urban industrial locations (Dunkerque, Asti)
  • opencast mining and chemical industrial brownfields (Johvi, Barnbach)
  • industrial and underground mining brownfields in central urban location (Sosnowiec)
  • new brownfield types "grayfields" in suburban metropolitan areas with low contaminations (Asti)
Main objective
  • Accelerate brownfield redevelopment with financial and administrative instruments and structures in times of financial crisis.
  • Creating integrated urban and landscape planning and management solutions at the regional and local level
  • Initiating local brownfields strategies and pilot projects

Policy :
  • Policy proposals on brownfield policies and projects' cities
  • Criteria for public interventions in coherence with European cohesion policy and competitiveness rules

  • "Model structure" of institutions (agency) for brownfield redevelopment
  • Financial and contractual models to prioritize interventions, shared environmental risks, environmental insurance solutions

What motivates you to be part of the URBACT adventure ?


The Greater Dunkirk Council has been part of European projects since the early 80s. We are always pleased to share our knowledge and learn from others.
In the BRING UP project, we could share about our own brownfield rehabilitation due to our history (we are rehabilitating the old seaport in the town center), but also learn from cities and institutes who deal with the same subject. URBACT program help us to find partners, structure, framework to be more efficient in sharing knowledge.
Taking part of the URBACT adventure helps use extending our partners around Europe to get closer to cities geographically far.

Who would you like to benefit from the work achieve in your project ?


The very first benefit goes, of course, to the partnership. But the problematic is a lot larger and can benefit to others. In fact, every cities across Europe have to face social and economic crisis. We believe any cities built on industrial conurbation could face brownfield (industrial, commercial or even housing). Others cities may have to find issues to solve housing and commercial brownfield.
With the BRING UP project, we will try to find public solutions to deal with lack of private investments in the rehabilitation of brownfields. First cities who could be interested are historical industrial cities who are facing delocalisation and development of the service sector to the detriment of their activities. Then, cities losing inhabitants because of the lack of jobs may face housing brownfield.
The work of the BRING UP project could help every cities around Europe who is facing lack of private investment in land use.
