How to succeed by daring to fail: URBACT ROOF Cities testing context specific actions to end homelessness

   This report by Liat Rogel, URBACT's lead expert, explores how 9 cities of the ROOF project are testing Small Scale Actions to help achieve their ambitious goal to end homelessness. The steps towards this vision have to take into consideration big changes, the most challenging one being changing mindsets. Local stakeholders need to act differently and collaborate in new ways, but this is usually perceived as complicated, costly and at high risk. Testing some actions in a smaller dimension is a good method to risk less and engage stakeholders. A small test allows you to try-out but also to fail and learn from the failure.
