Housing, beyond four walls and a roof, should ensure security of tenure; adequate space; protection against the elements; reliable services; and affordability (OHCHR). Nevertheless, many Europeans live in precarious conditions: they may be homeless or living in slums, while many more live in neighborhoods that are characterised by overcrowding and/or poor quality housing. As these precarious conditions take place most often in urban areas, it is crucial for cities to adapt their policies and deliveries to ensure proper housing for all.
