  • How to accelerate cities’ transition to the circular economy

    Cities can be pioneers in the path towards the circular economy through the creation and demonstration of new business models.

    In this article, I present some urgent actions that cities can adopt and questions they need to address to better manage and conserve resources.

    The article is inspired by the first insights coming from the work of the URBACT Action Planning Network URGE: Building circular cities, led by the City of Utrecht.

    The article aims to show how cities can become better prepared to fulfil their role as major contributors to the achievement of EU sustainability goals and pave the way for the implementation of the European Green Deal.

     

    A new political impetus

     

    In March 2020, the ‘New Action Plan on Circular Economy for a Cleaner and more Competitive Europe’ was launched by the European Commission. This introduces a strong and coherent policy framework that will foster sustainable products, services and business models. It envisages to establish new consumption patterns so that no waste is produced in the first place.

    This policy framework identifies key product value chains that should be addressed as a matter of priority. These include: ICT and electronics; batteries and vehicles; food, water and nutrients; packaging; plastics; textiles; and buildings and city infrastructure.

    Through this new policy framework, the Commission is inviting EU institutions and bodies to actively contribute to the implementation of the circular economy. It is also encouraging Member States to adopt or update their national circular economy strategies, plans and measures in the light of the overall ambition.

    This is also an area in which cities have a key role to play, not least in designing, testing and applying circular principles on the ground. Most importantly, they need to develop strategies and policies towards integrated sectorial approaches.

     

    The importance of new markets

     

    City-level strategies need to address current waste management practices, including the imposition of measures to foster the local exploitation and re-use of materials from certain waste streams as ‘secondary raw materials’ (SRM).

    However, this cannot be done if relevant technical standards are not in place to ensure SRMs’ performance and safety. In parallel, further actions are needed at operational level to prepare the ground towards the wide use of SRM, including the introduction of incentives for rewarding improved sustainability performance.

    Cities must also be prepared to assess the feasibility of establishing a market observatory for key SRM, map the flows of materials and enable information exchange between SRM sellers and potential buyers. Thus, new business models will evolve, impacting positively on the creation of new jobs and improved human capacities.

    Strategies need to start with the implementation of such practices in public procurement, given the fact that public authorities’ purchasing power represents 14% of EU GDP, according to the European Green Public Procurement Criteria and Good practices. Influencing and adopting legislation towards the increased use of SRM will be critical.

     

    Without forgetting the human angle

     

    For new business models to be successful, it is essential to boost demand; actions to increase awareness of citizens are essential. Increased demand stimulates the offer, thus such actions are of major importance.

    It is imperative to ensure that consumers receive trustworthy and relevant information on products at the point of sale, or even from the design phase where appropriate (e.g. in the case they are searching to buy a house) including information on their lifespan performance and the availability of repair services, spare parts and repair manuals.

    At the same time, it is equally, if not even more crucial to raise the awareness of professionals of the benefits of redesign and up-cycling of materials and ensuring they are capable of re-using them in their final products. This includes engineers that design constructions, taking into consideration circular economy principles or those that design processes using resources in closed loops (i.e. industrial symbiosis).

    But it also includes blue-collar workers, activated in different sectors and many other types of physical work, whose capacity to comply with the new reality must also be built. In this context, if actions are taken in this direction, circularity can be expected to have a positive net effect on job creation provided that workers acquire the skills required by the green transition.

    The potential of the social economy, which is a pioneer in job creation linked to the circular economy, will be further leveraged by the mutual benefits of supporting the green transition and strengthening social inclusion.

     

    The importance of local approaches

     

    Circular economy solutions at local level must be tailored to the local conditions and framework. Existing characteristics must be taken into consideration, including around specific waste steams’ from key local economic activities, any dependence on resource imports, current use of materials and any waste exporting activities.

    At local level, silos between departments need to be broken to avoid one-sided policy making. Furthermore, circular economy should be a regular theme in citizens’ dialogues. This will help cities to identify and prioritise actions that would create the most important impact, based on an assessment of the local reality and the most relevant materials to be re-entered into the economy

    Financing and implementation of necessary local infrastructure supporting this transition is of great importance. For example, material banks and green points for source separation, recycling, re-use and disposing of materials to end-users are necessary.

    In this context, the importance of adopting an integrated approach is once again crucial. The new Cohesion Policy funds are expected to help cities to implement such investments, but there needs to be alignment and cooperation of resources and stakeholders at all levels - EU, national, regional, territorial – and including both hard and soft investments.

    The prioritisation of actions at local level, to create a hierarchised lists of interventions accelerating the implementation of the Green Deal and the transition to circular economy, represents a future challenge for cities. In this context, additional local criteria could be considered, such as negative effects to the local environment, costs and social acceptability.

     

    Concluding thoughts

     

    The transition to the circular economy needs to be systemic, deep and transformative, in the EU and beyond. To deliver this, a lot of action will be needed at local level.

    The nine Cities participating in the URGE project seem to be one step ahead as they have already identified the significance of introducing local strategies, policies and plans for promoting the circular economy. They are also fully committed to digging deeper on these key issues in the coming years.

    Although the URGE network is focused on the building sector, it should be possible to generalise its findings and apply them to other sectors. This short article already seeks to serve as a roadmap of actions that cities must critically consider in order to assess, prioritise and implement actions in favour of the circular economy.

    These approaches are fully in line with the broader European strategy and aim to place cities firmly as pioneers towards the implementation of sustainability goals at EU level.

  • Climate change and Covid-19 – a tale of two crises

    What if we treated the climate crisis with as much urgency as Covid-19?

    As many as one third of the new URBACT Action Planning Networks (APNs) focus on climate and the environment. In this article, we reflect on how the challenges and opportunities of their work may look different in a post-Covid world.

     

    URBACT cities more focused than ever on climate change

     

    Environmental sustainability has long been a core aspect of the URBACT approach, comprising one of the three core dimensions of sustainable urban development, along with economic and social aspects. At the same time, climate change has been increasing in prominence on the agenda of city authorities, even if it is sometimes still treated as more of an ‘issue’ than a real ‘crisis’.

     

    May 2020 sees the second-stage approval of 23 new URBACT networks of cities. These include five on the circular economy, two on climate adaptation and one on energy transition. Others are also more indirectly linked, including new networks on healthier cities, mobility, food, the role of business and sustainable tourism. These numbers mark a potential step change for URBACT in identifying and sharing new city-level solutions for addressing climate change.

     

    These networks will now embark upon a two-year process of local stakeholder engagement, transnational exchange and expert support, all leading to the creation of local urban ‘integrated action plans’.

     

    Is Covid-19 a game-changer for addressing climate change?

     

    Already, cities are having to explore new ways of working in the face of Covid-19 and implement rapid responses to the crisis. Could Covid-19 even act as a kind of ‘shock’ to the system that changes our perspectives of what is possible in response to climate change and what we want our cities to look like?

     

    Since the start of lockdown measures, many of us have seen the kind of images of roads, air and waterways that we longed for; just not for the right reasons. “We need transition by design,” stresses URBACT Programme Expert Ania Rok. “But now the system is changing by disaster. Things that were unimaginable for decades have now become reality.”

     

    Amongst the ‘good news stories’ have been dramatic improvements in air quality and the return of wildlife to urban spaces. The reality is not always straightforward; stories of swans and dolphins returning to the canals of Venice were not all they seemed. Nevertheless, the feeling that the public is craving a cleaner, safer world seems very real.

     

    “We have also witnessed an unprecedented wave of solidarity,” highlights Ania Rok. “Greater recognition of the critical importance of high-quality public services… Ideas previously considered too radical – such as the universal basic income - gaining political support… It turns out that our freedom to travel or shop can be restricted in the name of greater good and, at least for the majority of us, they are not what we miss the most.”

     

    What might this mean for cities post-Covid?

     

    Rebuilding our lives and economies after lockdown should represent an opportunity to accelerate sustainability transitions. The environmental movement is calling upon European and national leaders to support a green and just recovery, putting people and the planet first. However, cities can also act at their level and there is lots of good practice to learn from.

     

    Ania Rok believes “that cities that were already investing in healthy environment and quality of life are in some ways more resilient to the crisis... The presence of nature in the city, and especially easy access to green areas, are incredibly important for people’s physical and mental health. Good conditions for walking and cycling are helping people to keep mobile while staying safe.”

     

    Such examples can offer guidance and knowledge to other urban areas on how to chart a more sustainable future, and there is evidence that cities are looking for inspiration. “Most famous is perhaps Amsterdam, announcing they will adopt Kate Raworth’s doughnut model as a framework for green and just recovery,” highlights Ania. “But many others are asking similar questions, especially when it comes to what kind of local economy they want to nurture.”

     

    Many cities are introducing temporary measures to create more space for people and bikes and it will be interesting to see how many of those stay for post-pandemic times. The big unknown is whether the changes in perspective brought about by the Covid-19 crisis will lead to a permanent shift in public attitudes.

     

    Certainly for Ania, “talk of ‘returning to normal’ is anything but comforting, because a world where narrow economic interests triumph over the long-term wellbeing of people and planet should never have been considered normal.”

     

    And what might this mean for URBACT cities more specifically?

     

    URBACT is excellently placed to support cities to exploit any potential opportunities created by the post-Covid reality in order to deliver more sustainable forms of urban development. It can promote existing knowledge and ideas at a time when cities and their inhabitants are, perhaps, more than ever looking for sustainable, community-based solutions.

     

    In this context, the findings and experience of several URBACT Transfer Networks – looking at how to successfully transfer URBACT good practice examples – will never have been more relevant. This will be the case for C-Change on the way that arts and culture can support climate action; BeePathNet on urban beekeeping, TropaVerde on how to encourage environmentally responsible behaviour that empowers citizens to re-use and recycle and BioCanteens support sustainable local food provision.

     

    Equally, the new Action Planning Networks will be able to respond in real time to potential opportunities to increase the ambition of their efforts. There will, for example, perhaps never be a better time to have a network of cities working to explore ways of delivering more sustainable tourism. This network can hopefully deliver ideas for the many urban areas for which the current crisis can be an opportunity to ‘start again’ and do things better.

     

    URBACT is already supporting seven cities on a journey to become Zero Carbon Cities, and a further nine to become net zero energy cities through an Urb-En Pact.

     

    The work of networks promoting enhanced approaches to the circular economy can also be important contributors to local climate responses, including URGE, which focuses on reducing waste in the building sector and Resourceful Cities which is exchanging on ways and means of developing the next generation of urban resource centres to serve as catalysts of the local circular economy.

     

    Hopefully, the impact of Covid-19 can help to increase the ambition of these networks and their cities to promote the kind of behaviour change needed to actually start to address climate change effectively. We will certainly be following and communicating their work with interest.

     

    Final thoughts

     

    Climate change has been a political issue for so long, but action seems to have progressed at a snail’s pace – a dangerous state of affairs that efforts such as the school pupil-led climate strikes have tried to address. The European Parliament finally declared a ‘climate emergency’ in 2019 and the European Commission’s Green Deal sets a target of carbon neutrality by 2050. By comparison, Covid-19 has arrived suddenly and led to dramatic political and social responses.

     

    Clear opportunities exist at European level to frame the post-Covid environment to ensure that more adequate responses to the climate emergency are put in motion. The revision of the Leipzig Charter principles of sustainable and integrated urban development  is a prime opportunity to send a clear message to national and local policymakers on the priorities for an integrated approach for cities.

     

    As the preparations for the next generation URBACT programme (2021-2027) get underway, cities have already indicated that climate mitigation and adaptation are top priorities that cities want to tackle.  We are already starting to tackle issues around how to operationalise the principles of the Green Deal and climate proofing. Carbon-offsetting actions were already introduced as eligible costs for transnational projects in 2019.

     

    URBACT will continue to work actively to support cities to exchange and learn from each other about all of these issues. We encourage our participating cities to be as ambitious as possible and we look forward to communicating about their successes, practices and new ideas. In a tale of two crises, it is about time we treated the climate crisis with as much urgency as Covid-19.

  • Transition to circular economy: the ‘’power’’ of the building sector towards better cities

    What does circular economy in the building sector mean to you in theory and where are we standing today? Which are the key challenges, the needs and how can we meet them starting from acting locally and upscaling our achievements towards better cities? The URGE APN project attempts a first dive into the issue of circularity in the building sector, aiming to impact importantly local policies and contribute to the achievement of the ambitious European goals and objectives.

    The URGE APN project

     

    The URGE (Circular Building Cities) project, approved in the frame of URBACT III Action Planning Networks (APNs), aims to design action plans on circularity in the building sector. URGE is thus accelerating the transition to the circular economy. The network consists of large cities such as Copenhagen and Munich, medium sized cities such as Utrecht and Riga and smaller cities such as Maribor (represented by Nigrad), Kavala and Comunidade Intermunicipal do Oeste, a regional cooperation of smaller municipalities. It is led by the City of Utrecht.

    In the frame of Phase I, a more thorough investigation will be made into each city’s case, to raise the needs and draw a tailored-made action plan to smoothen difficulties exploit opportunities and come up with solutions that will boost circularity in the building sector.
     


    What is a circular building?

    ‘’A building that is developed, used and reused without unnecessary resource depletion, environmental pollution and ecosystem degradation. It is constructed in an economically responsible way and contributes to the wellbeing of people and the biosphere’’.

    Circular buildings impact positively on Materials, Energy, Waste, Biodiversity, Health and Well Being, Human culture & society. Additionally, they may produce multiple forms of value.


    Where is the global economy in terms of circularity standing today?

    Our global economy is only 9% circular. 8.4 Giga tons of materials are cycled input, versus 84.4 Giga tons coming from extracted resources. Out of the materials not cycled, the majority is lost beyond recovery - either dispersed in the form of emissions or unrecoverable waste. Housing, Nutrition and Mobility together represent more than 82% of the total material footprint.

    Within the next 30 years, it is estimated that the amount of new construction will equal the amount, which is already built today. The rapidly growing construction sector is currently among the world’s largest producers of waste: every year, 1.3 billion tons of construction and demolition waste is generated worldwide and half of it comes from construction.

    Consequently, there is a crucial need for new circular solutions, especially in the building sector.

     

     

    The case of Europe

    The building sector in Europe is strategic for the economies of most countries.  Around 4 out of every 10 houses in Europe were built before 1960, a time when building practices were poor by today’s standards. The priority is to sustain and preserve what is already built, and in case renovation or demolishment is needed, the idea is to proceed using circular process, where materials can re-enter the construction sector and be re-used appropriately.

    The ambition of the European Commission is to accelerate the transition towards a circular economy, enabling EU cities to lead the international system beyond the current outdated take-make-dispose model. As circular economy is a complex and far-reaching concept, the European Commission has established in December 2015  a unique comprehensive strategy referred to as the “circular economy Action Plan”. The action plan is an effective response to the 2030 Agenda, since it empowers public authorities and stakeholders to accelerate the circular economy transition. After four years of successful implementation of the Action Plan, one White Paper on circular economy of the Word Economic Forum (2018) and a lot of published reports, the European Commission could identify needs, towards acceleration of circular economy:

    1) Circular economy is complex. Therefore, a comprehensive strategy to close the loop and targeting strategic sectors is the best tool to address all its aspects.

    2) There are short and long-term benefits in making circular economy a priority across departments inside a public institution. Services dealing with environmental protection, industry, research, international cooperation, and potentially many others, can contribute to mainstream the concept within and outside the institution.

    3) Circular change is faster when economic actors and civil society are directly involved. An effective public policy on circular economy needs support from business and civil society in order to maximize its benefits for the environment and for the economy.

    The building sector itself is aware that it must change its management model to turn circular and that it can comply with the new approach to the ‘sustainable use of resources’ set out in the European Building Products Regulations.

    However, there is still a lot to be done at local level.


    Acting locally

    A holistic approach and integration of the views in local action planning to meet the ambitious EU goals on circularity, is the key.

    A common success factor in circular building design is stakeholder engagement from the very beginning. Indeed, early co-design processes with end-users, technicians, suppliers and communities, and taking everyone’s needs into consideration overall, is crucial in creating a holistic design. Moreover, public procurement regulation can be a powerful driver with the power to play a significant role in mainstreaming circularity practices. In terms of knowledge dissemination, finished building projects and reuse of buildings and areas can serve for further awareness raising and experience sharing. Additionally, communication of public data through city portals, including the discussion and open data in relations to indicators, is a powerful tool towards the engagement and motivation of related stakeholders including citizens. An open knowledge and competence building portfolio, comprised of training pack, indicators, data, good practices, integrated with specific tools’ application guides, like Pay-as-You Throw (PAYT) systems, could enhance the implementation of circular economy principles at local level. All that would not be effectively realised if not integrated within a holistic roadmap for urban resources management.

    These topics have been raised and discussed among the partners of the URGE APN project, during a fruitful kick-off meeting in Utrecht, on the 15th and 16th of October. A lot is about to come, in order to fully exploit opportunities and really make use of this strategic sector as an enabler to meet circularity objectives and goals at local and EU level, so stay tuned!!

  • Introducing the Resourceful Cities Action Planning Network: Driving citizen centred, resource-based transition in cities across Europe

    A citizen centred circular economy project with a difference, the Resourceful Cities concept was conceived by The Hague and Oslo, arising from their membership in the Urban Agenda Partnership on Circular Economy. The project was developed to implement one of the twelve actions addressed by the Urban Agenda partnership - namely the action to "Promote Urban Resource Centres for waste prevention, re-use and recycling".

    Led by The Hague, the Resourceful Cities consortium consists of ten partners, representing a wide geographical spread and diversity of contexts from across Europe. The partner cities are Oslo (NO), Zagreb (HR), Vila Nova de Famalicão (PT), Cáceres (ES), Opole (PL), Patras (EL), Ciudad Real (ES), Bucharest 3rd District (RO) and Mechelen (BE).

    Partners came together for the first time at their kick off meeting in The Hague on the 3rd & 4th of October. Together, they will undergo an extensive programme of facilitated transnational exchange and learning as well as participative co-creation at local level, between now and April 2022, in order to develop tailor made comprehensive integrated action plans (IAPs) for each partner city. The IAPs will focus on making the transition to the circular economy within the framework of the Urban Resource Centre.

    So what exactly is an Urban Resource Centre?

    An Urban Resource Centre can be defined as a physical space used to promote repairing, reusing and recycling (a circular economy) at a local level. These centres can be multi-functional places, where the waste hierarchy is correctly implemented, and the social, environmental and economic functions of the circular economy are emphasized.

    can vary from community spaces where citizens can come to avail of second-hand clothing, second hand products and repair services(Lindeberg mini-recycling station, Oslo) to spaces with a focus on training (Made in Moerwijk , The Hague) or new circular business development, incubation & innovation (Vollebekk Factories, Oslo).  Whatever the precise local focus, Urban Resource Centres bring together a wide community of stakeholders, promoting circular consumption, waste prevention, re-use and circular resource management.

    By using the Urban Resource Centre concept as a common framework, partner cities will work together and learn from each other to develop tailor made solutions to common challenges relating to the acceleration of the circular economy and resource efficiency at local neighbourhood, city and transnational level.

    Why is this important?

    While the growth in availability and affordability of a wide variety of products has contributed to a rise in living standards and quality of life across Europe, it has simultaneously resulted in excessive resource extraction and growing pressure on natural resources and climate. The direct link between these intense and unsustainable pressures and our insatiable appetite for new products is vastly under appreciated. This lack of awareness of the true cost of our consumer habits will be one of the key challenges addressed by the network. 

    Existing local approaches to waste prevention, re-use, and recycling initiatives are highly varied across European countries. Some cities are actively working to promote waste prevention, re-use, and repair. In many other cities however, waste prevention and re-use have traditionally been considered, to be beyond the obligations of the local waste management actors, and demand-led waste collection services are still the norm. Many local waste authorities therefore, lack the required knowledge and expertise in the field to move towards a more proactive waste management system. Partners will work together through network activities to fill these knowledge and capacity gaps.

    Traditionally, cities work with large recycling stations located in the outskirts of the urban areas. Often they are only accessible by car and many do not offer alternatives to directing the waste to recycling, incineration and landfill, even when resource quality is so good that this is a very viable option. This trend is turning. Cities are growing, land is becoming scarce and citizens are demanding services which are easily accessible. The question of how cities can develop services which fit with the priority of the waste hierarchy, promote the circular economy and also invite in citizens, new businesses and start-ups to co-create new ways of closing the resource loops at local level will be explored through a facilitated discovery process during the network’s activities.

    While the network has only just kicked off, some key opportunities have already become clear. Firstly, partner cities are full of diverse resources which remain untapped. These may be lost if cities do not act quickly, and with them the chance to drive systemic change within these cities towards a new resourceful economic model. These resources are both tangible and intangible and highly valuable in their unique territorial origin. They can include unused physical spaces, products, untapped human skills, enthusiasm and knowledge. Moreover, cities are full of neighbourhoods with diverse unmet social needs. These can be powerful transition drivers.  Cities and their constituent neighbourhoods have their own unique history, language and story to tell. The Urban Resource Centre can provide a valuable framework for harnessing these resources through the provision of tailor-made local spaces for citizen co-creation, participation, integration and values-based development.  


    Who will be involved?

    The transition to a new sustainable & circular socio-economic system will require collaborative efforts at many levels. Cities will need to develop services which can both facilitate and stimulate sustainable lifestyles. Many exciting local initiatives supporting sustainable consumption and production already exist across Europe. These however, need to be scaled-up and new green enterprise development supported. Cities, with their critical mass of population, must work to promote greater eco-design and eco-innovation.  Strong market demand for these new production processes and consumer systems initiated at the city scale are essential if we are to facilitate greater resource efficiency and mainstream sustainable consumer behaviour. This will require cooperation between partners across public, private, academic and citizen-based organisations.

    Resourceful cities partners recognise the widespread societal value which can be gained from tapping into their local resources and fast tracking this transition. From increasing equality and resilience in socio-economic systems to driving job production and competitiveness, these cities are excited about the variety of benefits which can be accrued from their actions within this network. While the focus is on waste reduction reuse and recycling, obvious benefits include a consequent reduction on carbon emissions, waste and other forms of pollution. This network however, knows it can deliver other far reaching social, economic and environmental benefits for its citizens, that go beyond its original waste reduction, reuse & recycling intention.

  • The growing role of food in fixing our cities

    Representatives from small and medium sized cities in the URBACT network Agri-Urban met recently in Fundao to exchange ideas about improving the food infrastructure in their cities. They got together to ask: How can we work more effectively with producers? How can we stimulate innovation in the supply chain? How can we optimise public sector procurement in schools and care homes to reshape our local food supply lines - and consumption habits?

    Around the table, Agri-Urban brings some heavyweight experience. Among the partners is Sodertajle from Sweden, with its trailblazing work in public procurement. There is also Mouans-Sartoux, a small French city punching above its weight and challenging city decision-makers on key questions of land use.

    Fundao itself has overcome its apparent vulnerability to dependence on one product by diversifying its local cherry economy in highly innovative ways. Its “Fablab” enables local producers and creatives to collaborate using state-of-the art facilities. One local business is cultivating mushrooms in used coffee grounds, exploiting commercial waste to generate value – a great example of the circular economy in action.

    In the fading sunlight of a long productive day the international group visited the Natura glamping site, glamorous camping to the uninitiated, where Agri-Urban’s city partners planted a row of trees – cherry trees of course – on a ridge overlooking the valley.

    In this network we can see the URBACT integrated principles at work, truly encompassing environmental, economic and social activity. And Agri-Urban is not working alone in this sphere. Food has become a hot topic for cities.

    Main course: URBACT’s food adventure continues

    At the recent Unusual Suspects Festival in London, Agri-Urban had the chance to connect with a global audience interested in their work. With inputs from across the city, participants from as far afield as Canada and South Korea assembled at the wonderful Calthorpe Project to exchange ideas and inspiration.
     

    Albert Garcia, representing Mollet de Valles (Spain), another URBACT food pioneer, had some interesting take-aways from the event. He noted the important role of food in helping reach some of the goals cities have today – including meeting health, social and economic priorities. He said: “What I really thought in the plane is that I will commit as a civil servant to make the unusual more usual. To work hard to convince the main actors that making innovative contributions to their city with unusually good initiatives or approaches is possible. From the city hall we have to struggle to create the right framework to let the unusual grow and become usual as a major achievement for the city. A long way to go but lot of unusual suspects full with energy and commitment.

    In Mollet, as in many URBACT cities, the food theme remains strong. As well as Diet for a Green Planet, which was Mollet’s first programme experience, we have had Sustainable Food, led by Brussels, as well as URBACT Markets exploring the important role of city markets, led by Barcelona. The recent announcement of the URBACT Good Practices continued this food-related momentum, with labeled cities including Mouans Sartoux (France) and Turin (Italy). Mouans Sartoux confronts city planners with key questions about how urban land should be used in the 21st Century. Many cities are under pressure to accommodate growing populations and provide additional housing. But where will the land come from – and how can we ensure a balanced approach where cities retain green spaces, not only for recreation but also for cultivation?

    One of Turin’s two URBACT Good Practices taps into Italy’s integral relationship between food and local communities. In recent years the city has supported the redevelopment of its network of neighbourhood markets, giving each community access to local produce within walking distance of home. This helps sustain hyper-local micro-economies. It also provides a valuable social forum at a time when there is much talk of the increase in loneliness and isolation in our cities. Additionally, the fact that these markets are a short walk from home discourages driving and promotes cycling and walking which are not only low-carbon activities but also ones more open to chance encounters with neighbours and other shoppers.

    Food in the wider urban family

    A short hop from Turin, Milan has almost 30 square kilometres of agricultural land within its municipal boundary. On the back of its 2016 Food Expo, there is a variety of food-related activity in the city. Their URBACT Good Practice focuses on peri-urban agricultural activity, exploring the role of the food sector in driving entrepreneurship, innovation and employment. The city is also among the first wave of Urban Innovative Actions (UIA) cities, with this project building on their growing wealth of food-related experience. The potential crossover between this and some of the URBACT projects is clear, helped by the fact that this UIA and URBACT’s Agri-Urban project both have support from the same expert, Miguel Sousa.


    In the initial cluster of 18 UIA cities, two others also have a food dimension. Pozzuoli, in the greater Naples metropolitan area, focuses on encouraging zero-kilometre food production in a part of Italy that is the victim of its own gastronomic success. Local producers are more likely to export their mozzarella to New York than produce it for the local market. The domino (pizza?) effect is that the food for sale locally is often imported from North Africa. This may reflect an effective market at work – but it’s an environmental own-goal. Addressing this imbalance, with the aim of stimulating local production and consumption, is one of Pozzuoli’s UIA goals.

    And the UIA focus on food doesn’t stop at the Alps. In the north of France, the city of Lille is also embarking on an approach that puts food at the centre of its anti-poverty activity. Their intention is to transform a well-known local brownfield site, Fives Cail, into a variety of food-related initiatives. Their proposed Halle Gourmande will be a hub of food-related activities, providing opportunities to learn, share and enjoy. In doing so the project’s transformation of this old heavy industrial site will be emblematic of Lille’s post-industrial shift.

    So, when did food and cities hit it off so well?

    Why the big buzz around food? One clear reason is food’s role as a social connector. In an increasingly polarised world, where tribal behaviour and bubble living keep us apart from those who may think differently from us, food can act as a bridge. The inspiring Zipbob social dining project in Seoul, for example, brings neighbours together through food. This is important in a booming megacity where traditional neighbourhoods are fast disappearing with socially unsettling effects. Back in Europe, early findings from an ongoing OECD study on migrant integration in EU cities have underlined the importance of creating shared spaces where locals and new arrivals can meet. Sharing food is an obvious way to do this. For example, it is exactly what Options Food Lab does, linking migrants with cookery skills with Athenians willing to host food sharing events in their homes. As well as the evident social benefits, this has also created a pathway into employment for a number of new arrivals in the city.
     

    In this same space, we can also see initiatives like Conflict Kitchen using food as a platform for the building of mutual understanding and respect. This project, which initiated in Pittsburgh Pennsylvania, runs a restaurant offering the cuisine of a country with which the US is at war. Over the years, the culinary offer has included Iran, Cuba and North Korea. Currently, it is focused on Palestinian food and the restaurant also provides a platform for cultural events including poetry and theatrical performances. The overall idea is to give Americans an insight into cultures that are often widely misrepresented in the mainstream US media.

    Afters: How do we maintain this momentum?

    One of the best things about this new urban food movement is its organic spontaneity. Innovative projects, often run on shoestring budgets, are popping up all over the place. Energetic young people with an interest in food and a commitment to social change are developing many of them, like Options Food Lab. Spark York is another example - a new social enterprise on a temporary site, modeled on London’s Pop Brixton. This will create an attractive pop-up facility where a diverse range of food outlets will each have a strong social purpose.

    We have also seen some of the biggest names in the food industry getting involved, investing their own funds and attracting support from others. The UK’s Jamie Oliver is one well-known example. Another is the French chef Thierry Marx, through his Cuisine Mode d’Emploi. Perhaps most impressive of all is the inspiring work of Modena super-chef Massimo Bottura, with his ambitious attempts to feed the homeless in his Reffetorio Ambrosiano in Milan. Superstar chefs can’t drive the structural changes our cities need, but they can draw attention to the issues and mobilise support across the political spectrum. This includes underlining the food sector’s long-standing role as a route into the labour market for people facing multiple barriers.

    The Botturas of this world don’t need much municipal support. But most social entrepreneurs do, and city administrations can help in lots of ways. They can ensure their cities have space for agriculture, as Bristol has done, through their innovative Food Plan. They can also help by supporting access to premises, even on a temporary basis – particularly when so many spaces lie empty in our cities. And, of course they can provide the financial and business support that all enterprises need.

    In the URBACT Good Practices, municipalities have played a key role which can inspire others. The URBACT Festival, in Tallinn on 3-5 October, will showcase these – and all the other good practices. URBACT will also be supporting a new generation of good practice transfer projects and, who knows, there may be some food projects amongst them.

    Tropa Verde is a multimedia platform set up by Santiago de Compostela (ES) to encourage environmentally responsible behaviour. Using a game-based web platform, citizens can win recycling vouchers and exchange them for rewards from the City Council and local retailers.
    The project started after a 2015 survey showed that many inhabitants were reluctant to recycle due to habit and a lack of information. In under two years, recycling had soared: more than 115 local sponsors had delivered 800 rewards, from hotel accommodations to beauty treatments. Citizens received these gifts or discounts in exchange for 16,000 "recycling actions" in social and civic centres and green points.
    There were also workshops, street actions and other promotional activities. School campaigns have collected thousands of litres of used cooking oil and 3,299 electric appliances. Today, Tropa Verde is active in at least six cities.

    The solutions offered by the good practice

    Tropa Verde is a multimedia platform that aims at promoting recycling and environmental responsibility among the citizens by rewarding good environmental practices; increasing recycling rates; promoting the environmental awareness of the citizenship applying gaming and rewarding techniques. It uses a game-based web platform at where citizens can exchange recycling points for rewards from the City Council and local retailers. The website connects the elements necessary to achieve the objective: the places where citizens can dispose of waste and where they will be rewarded if they do so (green points, civic and social centres, recovery points, etc.), and local businesses that collaborate by providing gifts or discounts, such as retailers, restaurants, outdoor activities and shops. For successful implementation, all players are required. Tropa Verde is led by Santiago de Compostela, developed by local technology company Teimas Desenvolvemento, and now adopted by more than six cities.

    Building on the sustainable and integrated approach

    Tropa Verde directly aims at encouraging and increasing re-using and recycling, bringing up significant savings for the cities and contributing to efficiency in the use of the resources and to the improvement of environmental quality, fully in line with the objectives of the EU2020 Strategy and its Resource Efficiency Flagship Initiative. Its benefits are clear for the municipalities and other stakeholders:

    • It encourages re-use and recycling, facilitates efficient waste collection, and reduces waste disposed, which brings savings for the councils.
    • It facilitates compliance with the Waste Framework Directive and Circular Economy related Directives, allowing increasing rates of reduction, reuse and recycling of waste.
    • It facilitates recycling, increasing the number of collection points for some waste products that are especially difficult to collect, such as used cooking oil or electrical and electronic equipment.
    • It reduces the environmental impact and the costs associated with waste management.
    • It has a positive impact on the citizen behavior, as it offers direct rewards to environmental responsible actions.
    • From a political perspective, thanks to its innovative and participatory approach, it offers a great potential of visibility of the environmental efforts carried out by the municipalities

    Based on a participatory approach

    There is a strong involvement of local stakeholders in the development and implementation of the practice in Tropa Verde. The collaborating entities in this project are: Santiago's City Council; civic and local social centres; Urbaser, the municipal solid waste (MSW) management company; and Teimas Desenvolvemento, in charge of the technological side of the project as well as the promotion and the marketing plan. Local sponsors include retailers, restaurants, shops and other businesses; and the citizens of Santiago de Compostela. Schools participate in environmental education campaigns.

    What difference has it made?

    Tropa Verde has been implemented in this city since 2015 with great success: 4065 users in 5 years, with 29 recycling points located throughout the city and issuing vouchers; over; 150 sponsors; 2,302 rewards offered; more than €15,000 in prizes and rewards; over 15,168 vouchers given; close to 2000 Facebook followers; more than 820 Twitter followers; and over 1500 rewards delivered. There have been several workshops for children: Recycle, Reutilise and Play with Tropa Verde to commemorate the European Environment Week and two school campaigns "Recycling at school is rewarded". The campaign consists of the collection of used cooking oil and electrical and electronic appliances involving 20 different educational centres, with a total of 2,416 students. In the school campaigns, a total of 2,356 litres of used cooking oil and 3,299 electrical and electronic appliances were collected. From the beginning of the initiative, the involvement of citizens towards recycling has been highly increased, with a higher volume of visitors at the waste collection points. Tropa Verde's initiative has improved environmental quality and, consequently, the citizens’ quality of life, while at the same time promoting the local economy.

    Transferring the practice

    Santiago de Compostela led the Tropa Verde Network over 2.5 years, transferring its practices to 5 other cities: Guimarães (Portugal), Dimos Pavlou Mela (Greece), Urban Community Nice Côte d'Azur (France), Opole Agglomeration (Poland) and Zugló (Hungary). The approach was based on 2 stages: the Core transfer learning stage (Understanding and adapting), the mature stage – Reuse (testing), covering the stages followed by Santiago for its own process.

  • How the food sector can help reduce youth unemployment in European medium-sized cities

    It’s the feeling in the Agri-Urban network that no one - national governments, donor agencies, sectoral associations, or the knowledge community - is doing enough to defuse the ticking time bomb of youth unemployment in European medium-sized cities.

    Europe’s agri-food industry provides 46 million jobs in 15 million businesses, accounting for 6% of the EU’s GDP. In 2015, around 10 million people were directly employed in the EU agricultural sector, representing 5 % of Europe’s workforce. In most member states, agriculture is still dominated by family farms, where the bulk of the work is carried out by members of their family. At the same time, the farming population in the EU is rapidly getting older. Recent figures show that only 6% of the total farm managers in Europe were under 35 years of age. Agriculture as a source of employment is declining in Europe. Between 2000 and 2015, around 5 million full time jobs in the sector disappeared (source: Eurostat).

    This article intends to give a flavour of what Agri-urban cities are doing to reduce youth unemployment.
     

    Farming and food industry in small and medium-size cities: context

    Farming and the food industry sustain a significant proportion of employment and income in many small and medium-sized towns throughout Europe. However, this complex of activities from both the primary and secondary sectors is categorized as a mature industry which has reached peak employment and business levels. Indeed, in recent decades, a number of trends in Agribusiness have reduced the capacity of those activities to sustain employment in towns.

    Unemployment rates are generally significantly higher in rural than in urban regions. In rural areas, it is estimated that “hidden unemployment” (involving underemployed farmers and farm workers) is higher than in urban areas.

    The economic structure of rural regions is in transformation: the share of the primary sector in GVA declines continuously, while the share of the tertiary sector grows. This is a general trend in all regions, but it is more pronounced in rural regions. The growth in tourism illustrates the growth of the tertiary sector. It is increasing in all regions (especially in Southern European countries) and is found as a main driver for growth and employment. Thus, those urban economies in transition to more sustainable models are finding opportunities in re-thinking the agri-food production, which is especially relevant in the so-called agro-cities of the European area. More widely, a number of tested initiatives which are dealing with job creation in agribusiness in urban and suburban contexts are already showing their potential, e.g. community vegetable gardens, local markets, municipal land banks, farming spaces for young entrepreneurs, e-commerce, technology parks in the food sector, rising of short distribution channels, green markets, agro-ecological suburban belts.

     

    Agri-Urban cities have in common the fact of being small and medium-sized cities with strong links between the urban and the rural environment. For this reason, they are exploiting the opportunities offered by rural areas to create jobs in the agri-food sector and improve the overall sustainability of their ecosystem, while injecting in their urban fabrics elements of rurality such as food production. These cities and towns are creating the conditions to offer real opportunities to foster job creation in farming and agri-food production as a beneficial impulse for the urban unemployed population.

    Why the local economies of rural towns have become narrow

    There was a time when each rural community had its own diverse local economy. Food would be produced and processed; non-food products from agriculture, fisheries and forestry covered a great range of needs; goods would be made and repaired locally by a range of craftsmen; services would be provided locally. Changes since then have tended to discourage local processing of food, timber or other raw materials, replacing rural craftsmen with distant urban industries, and causing services to relocate to larger towns.

    These developments have also resulted in a brain-drain from small medium sized rural cities. Thus, the local economies of many rural cities have become narrow and relatively weak, with an overdependence on economic decisions made in distant cities. Without incentives to create alternative employment, the brain-drain of young jobless will continue.

    The Agri-Food Production: an opportunity

     

    Agri-food production still plays an important role in terms of GDP, employment and environmental sustainability. When implemented successfully, a local food system can have a positive impact on three critical levels: environmental sustainability, economic viability and social equity. Acting on these three critical levels generates opportunities for young workers to start up new business, create qualified jobs, improve their quality of life and wellbeing, strengthen their sense of belonging and integrate them into the community.

    The recent alarms regarding the health risks for consumers or the negative effects on the environment stemming from certain intensive production practices have resulted in new demands for quality food products and regional specialities. A decentralisation of food processing, packaging and marketing functions could bring new employment to rural cities creating local value-added.

    The main economic challenges for young entrepreneurs and small farms are access to farming resources (such as land and capital) and access to markets, particularly in terms of bargaining power in the food chain. A food system is a complex web of interconnected entities that takes food from its source to our plates. Heavy and complex supply chains give a competitive advantage to large wholesalers instead of smaller, local farms with small quantities of products. Many small farms also lack the entrepreneurial skills to improve their business models, or to identify new business opportunities.

    The new communication technologies and infrastructures, like the Internet, have made numerous jobs independent of the place they are performed. These technologies also give access to knowledge, consultancy services and to the world market. Rural cities, or individuals living in rural areas, can thus offer their products, skills and services to a broader market.

    An increasingly important sector of services concerns tourism and local gastronomy. In many countries, successful initiatives of wine and gastronomic fairs and festivals have brought new life to entire regions, promoting local cultural (e.g. music, costumes, dances) and gastronomic traditions. Such developments are reviving market towns traditionally providing important services and employment for their rural hinterland.

    Leisure activities, such as fishing, hunting, walking, skiing, cycling, horse riding, golfing, etc, attract an increasing number of people to spend their holidays in rural surroundings. The creation of nature reserves, or sites of special scientific or historic interest, and areas of outstanding natural beauty, have added interesting products to the countryside as an area for recreation and learning. The necessary maintenance work creates new employment for countryside stewardship and a range of other activities surround these new "products".

    Some small iniatives have a huge potential for boosting employment

    More recently, small initiatives with an important potential for boosting employment in the sector have begun to emerge. We, at Agri-Urban, are collecting evidence of this transformation at different levels:

    • Cooperation between farmers: Often the challenges of the local food model outweigh the benefits when farms work independently. By developing strong partnerships, local producers can engage in 'cooperation', or the sharing of resources from equipment to ideas while operating as competing individuals. The city of Fundão, created the Fundão Producers’ Club in the scope of the work developed by the municipality of Fundão, in broad partnership with a group of farmers and entrepreneurs in the agri-food sector. The brand aggregates a set of endogenous products of excellence in the region. The strategy includes participation in national and international fairs, creation and development of new integrated products, opening shops, training plans for entrepreneurs, business missions, inverse missions and the development of partnerships, among many other initiatives.
       
    • Alliances between farms and food businesses: The highly consolidated industrial food markets make it difficult for small-scale producers to enter. Alternative marketing strategies will entail developing partnerships between traditional retailers and local producers through alternative channels, policy incentives and word-of-mouth. In Cesena, the main industry sectors are companies focused on the production, manufacturing, processing and distribution of fruit, vegetables and meat products (mainly poultry). Besides this important sector, which is positively impacting on the employment in the city and province, there are a consistent number of small family owned enterprises. They are the evidence of the agricultural background of the territory linked to the agribusiness production and today they represent a sector which is suffering from an economic point of view, due to the abandonment of lands, sprawling urbanization and the straggling effect of the large retail/distribution sector.
       
    • Raising skills and competences:  offering a combination of academic and on the job training which provides the skills necessary for advancing the industry and meeting the expectations of young people who are looking for career opportunities. Starting with the skills necessary for agriculture and food manufacturing, but going further to address the wider challenges facing the sector, including a growing global demand for food in a limited space and the threat of climate change. At LAG, a non-profit organization that promotes employability, called Devenirs, offers training about organic gardening for unemployed people. This training lasts one year. During this period, the trainee is invited to find a work experience placement in a vegetable farm or in a greenhouse. Another programme is the CAP Job in the Liège Province, financed by the European Social Fund. The project provides training for market gardeners and high graduates (Masters in Agronomy) on different topics like greenhouse management, growing planning, agri-ecological method, etc.
       
    • Capitalization on local competitive advantage: There are many attributes available in local urban products that industrial food products lack, including freshness, seasonality, variety, and healthiness. Farmers must promote theirs as "value-added" products with a story to tell, highlighting the contrasts between their products and those of their industrial competitors. Pyli is characterized by a mountainous or highland (percentage 87.38%) landscape. Furthermore, a minority of the area is managed for food production  (9.9 % cultivated and 12.6 % grassland, while woodlands cover 75.95% of the total area. The area has special cultural features that attract thousands of tourists annually. Local economy and employment are mainly based on agriculture and forest products and its interdependence with the livestock production in the mountainous areas of the region, by creating a strong relationship for the productive sector of the local economy. The local competitive advantages of Pyli are the mountainous areas that can provide important solutions for creating job opportunities and promoting social cohesion by contributing to the preservation of the natural environment and the cultural heritage of these areas.
       
    • Nurturing talent: Farmers incubators:  In June 2013, the LAG launched the first incubator for young farmers in organic gardening in Wallonia. It offers a field (from 10 ares to 1 hectare), greenhouses, and access to water for irrigation. The young farmers are coaching by Creajob (for business planning, marketing, accounting, and so on) and a truck gardener (a mentor) for technical advices. The goal is to promote self-employment in agriculture and support the entrepreneurs in growing their business.
       
    • Engaging with policymakers: Policymakers are important players in designing food policies, which are closely related to many other urban challenges and policies, such as poverty, health and social protection, hygiene and sanitation, land use planning, transport and commerce, energy, education, and disaster preparedness, it is essential to adopt an approach that is comprehensive, interdisciplinary and inter-institutional. Some good examples can be found in the city of Mollet del Vallés, the city of Södertälje that are implementing innovative public policies aimed at introducing organic and local food in nursery schools of the city as well as in a special education center. It is a complex process that the municipalities had the opportunity to learn during their participation in the project DIET FOR A GREEN PLANET, led by the city of Södertälje in the framework of the URBACT II Programme.

    Towards inclusive, coherent and reflexive urban-rural food governance systems 

     

    Agri-Urban is collecting evidence to confirm the potential of thousands of jobs that can be created in the agri-food sector when cities implement smart policies to exploit in a sustainable manner the rich resources of small and medium sized rural cities in order to produce a favourable effect on employment. We intend to generate a better understanding and deployment of all tested tools and initiatives, inside and outside the partnership, which open new perspectives and opportunities for food production in and nearby our cities.

    The search for evidences with impact on job creation cover different themes as; Short Circuits (Urban Markets, Online Shops, On-farm Shops, Food Hubs), Smart Land Use (Urban Land Use, Rural Land Use), Business Development of SMEs (Entrepreneurship & Incubation, Business Skills, Digital Transformation, Awareness Campaigns, Food Tourism) and Public Procurement (public plate).

    So far, the evidence collected makes it clear that reinforcing the links between the urban and the rural environment opens opportunities offered by rural areas to create jobs in the agri-food sector and improve the overall sustainability of their ecosystem, while injecting in their urban fabrics elements of rurality such as food production or the creation of farming spaces.

    In the public agenda, food is no more considered just as a commodity or as a nutritional necessity; it is an emerging multidimensional policy challenge, which crosses ecological, social, economic and spatial dimensions. A sustainable and integrated urban approach is being implemented in Agri-Urban to deal with the main issues that must be addressed: an inclusive, coherent and reflexive urban/rural food governance system; a more solid social and physical infrastructure to reduce the distance between producers and consumers, and to promote circular economy; reliable markets for quality food producers, resulting in new opportunities for SMEs development; the need for experimenting new forms of entrepreneurship in the agricultural sector, and for creating new jobs and skills.

    Employment and job creation, along with competitiveness, is our main focus, in terms of international cross-learning and action planning at local level. Most of the evidence herein mentioned are proving to be useful in terms of job creation, under various forms, especially by encouraging self-employment and creation of small and medium-sized family and social enterprises. Furthermore, these small initiatives, albeit embedded into proximity networks, host a potential for scaling up.

    Railway hubs can be at the same time a tool and an engine for a sustainable urban and territorial development of the surrounding areas. ENTER.HUB project recommendations tell us how that can be done.

    Halfway though the project, ENTER.HUB partners and their Local Support Groups have produced a series of recommendations for cities working to integrate railway hubs in the tissue of middle-sized cities. Their recommendations mix issues of urban planning, mobility and citizen participation for a sound recipe for integrated urban development.

    10 on URBAN PLANNING AND MOBILITY

    Governance

If participation is genuinely intended to inform, input and co-produce then it should be incorporated at the outset and with a perspective of continuity (not necessarily at all times and on all issues). If participation is only introduced at a later stage or when difficulties arise there is a risk of obstruction, delay or even conflict which is then in contradiction with the principle of governance.

    . . . R9. Clearly set out what is possible and what is not. The challenge is to explain what is possible and what the limits of the planning and participation process are.
