    Over the past 1.5 years, Urban Innovative Actions (UIA) and URBACT have explored how cities can design housing policies and practical solutions to implement the right to housing. There have also been positive collaborations with other stakeholders including but not limited to, Housing Europe, FEANTSA, Fondation Abbé Pierre, EUROCITIES and the International Union of Tenants (IUT). 

     

    We have collected city experiences and concrete practices from various European cities at the municipal level already implementing the right to housing that others can take inspiration from and exchange between other stakeholders, all gathered in one web platform.

     

    Most recently URBACT has also contributed with the Urban Agenda for the EU  - Culture and Cultural Heritage Partnership, notably on the first action: regulating short-term rentals. The findings from this work are available on the policy paper Towards a Sustainable Transition in Urban Tourism (here).

    Right to Housing

     

    The URBACT Knowledge Hub brings together good practices from across the EU, with the latest urban trends, to fill the gaps and ensure the learning is widely accessible. Today, more European cities and social movements are calling on governments at all levels to take responsibility and reaffirm housing as a fundamental right rather than as a commodity. Cities are leading this movement and designing together effective solutions through concrete practices in order to implement the right to housing.

    Cities engaging in the RIGHT to HOUSING

     

     

    The ‘Cities engaging in the right to housing’ initiative was successful in achieving a large and diverse outreach of the audience for each event, web conference and output delivered. The initial list of contacts interested in the topic of housing rose from 200+ people to more than 1500 towards the end of the activity at the final event. For the web conferences, there were more than 1200 attendees from 38 different countries. Most of the participants were city authorities, institutional organisations, NGOs and academics. They ranged from city policy officers, administrators, elected representatives to members of staff from UN Habitat, Housing Europe, FEANTSA, social housing agencies and the European Commission. What is even more positively striking is that the majority of the participants had not previously been involved in URBACT or UIA. Overall, the majority, around 92% of the respondents, found the web conferences to be very useful.

    The challenge of this Action Planning network is the activation of vacant buildings and building complexes for a sustainable urban development by self-organised groups. In many European cities smaller and larger derelict sites, underused premises, so called “voids” can be found in or near the city centre. These sites often have a negative impact on their surroundings, nevertheless they present a great opportunity: they can be used to complete a compact settlement structure, to provide space for needed functions in the city.

    In many European cities one of the positive side effects of the financial-economic crisis is the growth of innovative forms of solidarity and commitment at local level. This Action Planning network pioneered, in terms of bottom-up civic initiatives, by co-creating solutions for social challenges in an urban context. Cities are often perceived as a laboratory and governments are no longer the only actor to solve complex challenges faced in cities. Therefore, temporary use is a powerful tool to make our cities "future fit". Since the concept of temporary use is interacting with many other urban dynamics it creates the right environment for social innovation to develop by: exchanging and evaluating of local supporting instruments; ensuring long lasting effects of temporality; building a more flexible and collaborative public administration.

    The focus of this Action Planning network was less about technology solutions per se, but more about governance structures, process and business models. The partner cities are specifically worked together to: develop models of how organisations can adapt their structures to deliver smart cities; effectively finance smart solutions and creating new ways of understanding value with co-investment strategies; develop and support innovation ecosystems within cities; explore the role of regulations and incentives, e.g. the carrot and stick approach; better understand how data integration and urban data platforms can support the smart city.

    CARD4ALL is a Transfer network focused on the implementation of innovative services and technologies through a Citizen Card System. Cities can gather information to improve their services and use it for participative processes. It can be applied to promote social inclusion, local trade, urban mobility and sustainable living, thus creating a Smart City with Smart Citizens.     The Civic eState network worked on new models of urban co-governance based on the commons. Two years of EU cooperation for promoting urban co-governance and experimenting public-community partnerships to enable inhabitants and local communities constitutional rights to self-organize and collectively act for the urban commons.

    The network outputs aim at guaranteeing the collective enjoyment as well as collective management of urban essential facilities, to secure fair and open access, participatory decision-making, sustainability and preservation for the benefit of future generations.

    Gender equality is a fundamental goal of EU policy. Unfortunately, many urban policies, services, and physical developments still do not take gender into account, despite the fact that men and women use the city and its structures differently. Genderedlandscape is the Action Planning network that sought to create an understanding of the city as a place where gendered power structures are always present and develop locally contextualised tools and approaches to work towards gender equality in urban policies, planning, and services.
