    Why are we still talking about gender equality? The FEMACT-Cities Action Planning Network: Addressing the implementation gap in gender equality policy

    It’s been over 25 years since the signing of the Treaty of Amsterdam, the legal document that made gender equality compulsory in the European Union. The work on the topic however has a longer history, as even before that, a handful of Member States were already enacting their own gender equality policies. 

    A wide range of laws and measures that have been put in place to combat inequality in the last quarter century, and yet it continues to be a main policy topic. So, why are we still talking about gender equality? Haven’t we moved beyond this topic?

    Unfortunately, the reality is that not only haven’t we closed the gap between men and women in terms of wages, pensions, school achievement, participation in STEM fields, number of political representatives, and many other topics; in fact, recent data from the European Institute on Gender Equality (EIGE) shows that, on the whole, the EU-27 are still far from achieving gender equality. These statistics, which come from the Gender Equality Index 2022, attributed the stalling or fluctuations in progress predominantly to the gendered effects of the COVID-19 pandemic.

    While all 27 Member States have enacted federal laws to translate the principle of gender equality into the national legal framework, implementation at local level remains uneven and tends to favour certain topics, despite the fact that women continue to experience urban spaces, public services, the labour market, education and training and even healthcare in Europe differently than men. Despite nearly a quarter-century of policy, the role of gender equality as a cross-cutting topic that is vital to all policy areas remains poorly understood. 

    This does not mean that there haven’t been some positive trends. Disparities between Member States have decreased between 2010-2022. Furthermore, there has been an increase of women in decision-making roles across 19 Member States since 2020. According to the Gender Equality Index 2023, this is a key driver of gender equality, more generally. 

    A handful of cities and regions, for example Vienna (AT), Barcelona (ES), Umeå (SE) and the Basque Country (ES), have made a concerted point of focusing on the role of gender in urban and regional development and have worked to push policy innovation and new approaches, including in sectors which were previously not considered relevant. Some of these cities are documented in URBACT’s Gender Equal Cities - Inspirations and Knowledge series, which is filled with testimonials and interviews from URBACT experts, partners and workshop coordinators.

    However, the reality for many more municipalities, intermunicipal areas and regional authorities in Europe is that their work on gender equality implementation is hampered by knowledge and data gaps, lack of dedicated personnel, lack of awareness, lack of political support and both active and passive resistance. 
    For gender equality to become a reality in European cities and regions, it is critical not only to work across sectors and with a variety of stakeholders but also to work on awareness, acceptance and training at the municipal or organisational level, identifying and actively combatting stereotypes and raising awareness and allyship among men, who are all too frequently missing from the conversation. Networking and peer learning between municipalities can help transfer knowledge and effective practices as well as increase the effectiveness of those working on this topic and the policies they develop.

     

    FEMACT-Cities & gender equality policy: taking on the implementation gap

     

    Against this backdrop, the URBACT FEMACT-Cities Action Planning Network seeks to improve the implementation of gender equality on a local level and to increase innovation and knowledge sharing in gender equality in topics shared by the partners. Following on the success of other cities, the network’s work plan will focus on both internal and structural gender mainstreaming in the partner organisations and three thematic clusters shared by the partners: urban development, labour market and training, and health and safety. The goal of the network is to create cities and regions in which all residents, irrespective of gender, can experience freedom of movement, freedom from violence, freedom from fear, freedom to pursue their dreams, and freedom to reach their full potential.

    FEMACT-Cities is composed of eight partners (Länsstyrelsen Skåne (SE), Comunidade Intermunicipal da Região de Coimbra (PT), Clermont-Auvergne Métropole (FR), Kraków (PL), Turin (IT), Municipality of Postojna (SI), Cluj Metropolitan Area Intercommunity Development Association (RO), and Szabolcs 05 Regional Development Association of Municipalities (HU)) who have embarked on a two-year journey of learning, sharing and testing in order to create integrated action plans for their local policy challenges. This network will tackle a host of topics, including gender-based violence, women’s health issues and gendered approaches to mobility planning. It will build on and complement the work of the URBACT Action Planning Network GenderedLandscape (2019-2022).

    Experimentation is key to drive change and that's the reason why URBACT has introduced a new instrument to the action-planning process. Understand the positive impact of pilots from the past round of Action Planning Networks and read below some of the findings from URBACT’s latest study on the role of these testing actions - also known as Small Scale Actions.

     

     

     


     

     

    It's no surprise that cities involved in an Action Planning Network are expected to develop their own local strategies and set of actions, in response to an urban challenge of their choice. To do so, the partner cities are strongly encouraged to follow a participatory approach, which means bringing together different people to collaborate at local-level. Known as the URBACT Local Group, this multi-stakeholder group gathers a diverse range of people – such as local authorities, community organisations, NGOs, other public institutions as universities, not to mention businesses, and citizens. Alongside the transnational exchanges between partner cities coming from different countries and the Lead Expert support, each URBACT Local Group has the right ingredients to co-create the Action Planning Networks' holy grail: the Integrated Action Plan

     

    Since 2019 a new element has been added to this mix: the opportunity of running testing actions, through what was called at the time as "Small Scale Actions". But what we understand by it? Well, a Small Scale Action is an idea or a concept, perhaps something that was already tried out in another city or anything brand-new, which now can be put into test. With this experience, the URBACT Local Group can check the relevance, feasibility and added value of its potential implementation in different local contexts. In short, it’s a kind of "proof of concept" to verify if an idea, a hypothesis, is coherent and realistic. If successful, the action can be considered in future city plans and the Integrated Action Plan. To conduct Small Scale Actions, cities from previous URBACT Networks counted with a budget of 10 000 EUR per partner.

     

    This was a first for the URBACT Programme, so it was uncertain whether or not cities would seize this opportunity, or even see the added-value of conducting such experimentations. To evaluate the successes and pitfalls from these testing activities, a study was commissioned in late 2022. Read on to learn about its main take-aways.

     

     

    Small Scale what?

     

    To better reply to this question, representatives from 23 Action Planning Networks (2019 - 2022) were interviewed. The very first question that was asked to networks was whether or not, the concept of Small Scale Action was easily understood by the city partners. The answers were rather diverse. On one side, cities who had past experience of experimentation-based projects were quite comfortable and understood the concept right away, while for many other cities the concept remained quite fuzzy. This was partially due to the very guidance that was provided by URBACT. Since there was no precise guideline to explain what was (and what was not) a Small Scale Action, cities came up with their own versions and interpretations. "How do you define ‘Small’ in Small Scale Action? It’s not so easy!", commented a Lead Partner. 

     

    There was no past experience on record, no article, no video or no particular about them in large scale capacity-building events. This means that most networks had to find some clarity by themselves, often relying on URBACT Experts to do so. The exchanges between Lead Experts from different Action Planning Networks has proven to be very fruitful. It allowed discussions on how to better introduce Small Scale Actions. The flexibility and room for expression is precisely what made the overall experience so interesting, rich and diverse across all networks. Once cities understood the principle of these testing activities, one question still stood out: will they try anything? It's worth noting that the Small Scale Actions were not a compulsory product, but rather an optional way to pilot ideas to further develop the Integrated Action Plans. 

     

     

    Small actions, big impact

     

    Did cities seize the opportunity of Small Scale Actions? Without doubt, yes. The study found that all 23 Action Planning Networks used the opportunity to conduct activities, with a total of 236 Small Scale Actions registered across all networks. Nearly all cities made at least one attempt at it, and quite a couple of them carried out three, four or even five actions. "Our partner cities got so excited by Small Scale Actions that they dedicated a lot of time and energy making some. At some point, we had to remind them that the key output of the process was not the testing activities, but their Integrated Action Plan", said one of the Lead Partners during an interview.

    Unsurprisingly, cities were very enthusiastic. The activities were shaped depending on the specific thematic focus, the existing capabilities and skills of involved people, as well the existence of any other actions already in place. Even though it might be difficult to categorise the Small Scale Actions in strict types, we can say that most commonly documented forms of activities include workshops and events, followed by prototype of product-service systems, and surveys or interviews. Among all of them, many experiences were meant to gather public opinions.

     

     

    Partner cities have employed a range of methods to engage with their communities, such as organising a photo expedition with teenagers from popular neighbourhoods to explore and document these areas, while and evaluating them, like it was the case from Dinslaken (DE), partner from the Active Citizens Network. Other examples included inviting people with disabilities to conduct a user assessment of the city to grasp the disability-friendliness of urban infrastructures, like in Druskininkai (LT), partner from the Tourism Friendly Cities Network.

     

    The testing actions have also been effective in co-generating ideas. For example, the city of Modena (IT) from Zero Carbon Cities organised a hackathon as part of the international Climathon initiative, bringing together university students, so they could come up with innovative ideas and spin-off projects for a planned regeneration of the industrial site Torrazzi. When it comes to prototyping new services and processes, the Lead Partner of SibDev, Heerlen (NL) has piloted a "loneliness prescription". The goal was to use social therapy as medicine to address loneliness among ageing people and, thus, develop "neighbourhood connectors" to support patients and spark meetings and social gatherings.

    Furthermore, these experimentations have been seized to test new products and spaces, such as setting up a temporary shop in the centre of Coimbra (PT), to promote regional products in line with its Food Corridors Network.  Or even closing a street in the city centre of Turku (FI) to test different spatial arrangements that are more people-centred, as this was one of the core objectives from the Healthy Cities Network.

     

     

    Testing matters

     

    Overall, the study shows that Small Scale Actions were considered as a very valuable instrument for cities to push for actions and to test ideas for real. Whatever you call it -- Small Scale Actions, pilot action, prototype -- testing activities have proven to be beneficial not only to validate or not actions to feed into the Integrated Action Plan, but also as a great tool to foster engagement and participation among the URBACT Local Group members and other concerned people in the city. "Everyone jumped in and enjoyed this opportunity. With our URBACT Local Group, we developed dozens of ideas for Small Scale Actions! We even let our URBACT Local Group carry on some Small Scale Actions by themselves, since they were so eager to make extra ones", said a Lead Partner.

     

    By pushing partners to carry on testing activities at local-level, URBACT enabled cities to be more flexible, more agile and more creative. All that is, more than ever, needed to tackle the ever-growing number of issues cities have to face now and in the future.  "Most of the Small Scale Actions that were done in our network became long-term activities of the cities’ Integrated Action Plans", commented a Lead Expert, "this was a clear objective for us, to try something before incorporating it to an Integrated Action Plan". Whether in the framework of an Action Planning Network or not, one thing is clear: yes, testing matters.

    Over the last decades, younger people have increasingly chosen to live in urban areas, whilst the share of older residents in cities has generally fallen. Nevertheless, the impact of wage levels and different unemployment rates across Europe has lead youngsters to move mainly to big cities. In this, sense this Action Planning network aimed on developing, attracting and retaining young local talent, particularly, the creative talent from the Generation Y - people who were born between 1980 and 2000 - within cities of all sizes.

  • 23 Action Planning Networks ready for Phase 2!

    On 7 May, URBACT's Monitoring Committee has officially approved all Action Planning Networks to proceed to Phase 2.

    The main objective of Action Planning Networks is to bring together between 7 and 10 cities across Europe to exchange their experience in a particular thematic urban development challenge and to share their ideas about possible solutions, during a period of over 2 years. The Phase 1 (from late June 2019 to February 2020) focused on the development of baseline studies, city profiles and the production of the Application Form for Phase 2.

    Following the Monitoring Committee's approval of the networks, cities are now ready to focus on the exchange and learning activities using a range of learning tools and approaches in line with the URBACT Method. Every partner city will consolidate an URBACT Local Group, which will co-design Integrated Action Plans for future implementation. The Phase 2 also presents a novelty for the projects, from now on cities are encouraged to undertake pilot actions (Small Scale Actions), to experiment with new ideas for projects gained from other network exchanges and in line with the cities’ network topic.

    As a consequence of the Covid-19 pandemic, the URBACT Secretariat will follow up with a series of adapted activities to support these networks and their partners, including the delivery of trainings using online formats and a 3 months extension of the network life-cycle, meaning that projects will run until August 2022. Thus, networks will respect the following calendar:

     

    • Activation Stage (May - December 2020): putting together an Integrated Action Plan roadmap
    • Planning Actions (December 2020 - December 2021): drafting the Integrated Action Plan
    • Planning Implementation (December 2021 - June 2022): finalising the Integrated Action Plan
    • Integrated Action Plans Finale (June - August 2022): sharing knowledge

    Local authorities embrace the ambitious goal to become a zero-net energy territory within the next 30 years. The result is an in-depth understanding of this theme and a first plan for a tailor-made methodology that allows the circular dimension to be widely integrated in the large construction tasks the URGE partnership is facing.     This network aims to deepen the relationship between health and the urban environment, planning actions that focus on improving the population’s health, while developing a rigorous health impact assessment methodology around it. Urban Planning can become a health generator on many grounds, and this network of cities reflects the multiplicity of possible approaches to tackle the issue: green areas, mobility, social cohesion or promotion of sports are some examples.

    This network seeks to develop the next generation of urban resource centers to promote the positive economic, environmental and social impacts for the circular economy. They facilitate waste prevention, reuse, repair and recycling. The centers also work as connection points for citizens, new businesses, researchers and the public sector to co-create new ways to close resource loops at the local level.

    Recent experience suggests that it is necessary to promote a transition towards regional food systems. This network encourage the creation of a network of European cities committed to the design of food plans that extend from the urban and periurban areas through a corridor that facilitates urban-rural re-connection.     This network improves quantity and quality of attractive public spaces in urban areas. The project takes a user-centric approach by users assessing and creating future use and design of public space.

    This is a network that addresses the bottlenecks in sustainable urban mobility. The project will focus on the economic and social benefits of sustainable mobility, rather than on the widely demonstrated environmental effects. The network argues that working with local amenities and social networks at neighbourhood level could unlock the hidden demand for active mobility in cities, and thus act as enabler of behaviour change towards more resilient and liveable neighbourhoods.

    This network aims to explore how social impact bonds can be used to improve public service delivery in areas such as employment, ageing, and immigration. Often, the delivery of services is hindered by fragmented and siloed agencies and budgets, financial and political shorttermism, and an aversion to risk and difficulty creating change. The social impact bond is a promising model that ameliorates these issues by increasing collaboration, prevention, and innovation.

    This project aims to eradicate homelessness through innovative housing solutions at city level. It will exchange knowledge on how to gather accurate data and make the conceptual shift from the symptomatic management to the actual ending of homelessness, with Housing First and Housing Led as guidance model. This network will guide the partner cities towards integrated local action plans linked to the long-term strategic goal of Functional Zero (no structural homelessness).

    The aim of this network is to rethink the place of the citizens in the local governance by finding a balance between representative democracy and participatory democracy.     This network addresses the importance of inclusive cultural policies. A challenge all cities in this project face is that culture does not enrich or empower all people equally.     Through intensive capacity building of local actors, the network will increase collaboration among municipalities, businesses and the civic society in order to promote sustainable, inclusive & innovative urban change.
