Based in Paris (France), the URBACT Joint Secretariat is a group of 15-20 very enthusiastic and committed people, organised into three units: Projects and Programming; Knowledge and Communication; Coordination and Administration. 

 

The URBACT programme is looking for experts for the External Assessment Panel (EAP) that will assess the applications submitted to the call for Action Planning Networks.

 

The External Assessment Panel for this call shall be composed by up to 8 members. The External Assessment Panel is in charge of assessing, scoring and ranking all eligible applications against a set of assessment criteria approved by the URBACT Monitoring Committee and available to all applicants in the framework of the Call for Proposals.

 

Main tasks include:

  • Kick off meeting with the Joint Secretariat to define the methodology for the assessment process, develop a shared understanding of the assessment criteria and define a detailed calendar for the delivery of the expected outputs – this meeting will take place in Paris on 28th March 2023.
  • Assessment and scoring of eligible applications by individual members of the EAP. Each application shall be assessed by 2 different assessors, allowing for a cross-analysis and assessment of each proposal. The assessment will be done remotely and will result in the production, by each assessor, of an Individual Assessment Sheet including detailed comments/ recommendations – the independent work will be carried out between 10-19 April 2023.
  • Consensus meeting with all members of the EAP and the Joint Secretariat to share the individual assessment and consolidate a final Network Assessment Sheet for all eligible applications – this meeting will take place on 20-21 April 2023 in Paris.

Within the framework of capacity-building activities and the organisation of the URBACT Summer University that will take place end of August 2023, the URBACT Secretariat is looking for capacity-building intern. Under the responsibility of the Head of Unit and reporting directly to the Capacity Building Officer, the intern will contribute to the design and implementation of capacity building activities for cities. 

 

Main tasks include:

  • Assist with the URBACT Summer University to be organised late August 2023 for the programme beneficiaries. 
  • Assist with the curating and animation of the URBACT Online Toolbox.
  • Assist with other Capacity Building activities.  
  • Assessment and reporting on delivered URBACT Capacity Building activities through the creation of evaluation forms, surveys and the statistical analysis of collected data. 
  • Assist with the definition of capacity building needs of beneficiaries through surveys and follow-up of networks’ activities.  
  • Research and monitor capacity building and training policies and tools developed outside of URBACT for urban practitioners and policy-makers.
