URBACT IV (2021–2027) on EU:n rahoittama alueiden välisen yhteistyön ohjelma, jolla tuetaan eurooppalaisten kaupunkien verkostoitumista ja kokemustenvaihtoa. Ohjelman keskeinen toiminta-ajatus on eri teemojen ympärillä tapahtuva integroitu ja kestävä kaupunkikehittäminen.            

URBACT-ohjelmaan voivat osallistua kaupungit sekä muut julkisen sektorin organisaatiot EU-maista, Norjasta ja Sveitsistä sekä jäsenyysneuvotteluja käyvistä Länsi-Balkanin maista (Albania, Bosnia ja Hertsegovina, Montenegro, Pohjois-Makedonia ja Serbia).

Ohjelmassa rahoitetaan kolmea eri verkostotyyppiä:

Action Planning Networks: toimintasuunnitelmien laatiminen, jolla haetaan ratkaisuja kaupungin omiin kehittämiskysymyksiin

Transfer Networks: hyvien käytäntöjen levittäminen verkostossa mukana oleville kaupungeille

Innovation Transfer Mechanism: kaupunkiverkosto, jossa kehitetään investointisuunnitelmia Urban Innovative Actions -aloitteessa tuotettujen tulosten perusteella
