URBACT je program međuteritorijalne suradnje kojem je cilj postizanje integriranog održivog urbanog razvoja kroz stvaranje mreža gradova koji razmjenjuju dobre prakse i ideje. Kroz više od 20 godina postojanja URBACT programa, više od 1000 gradova iskoristilo je europska sredstva za učenje i razmjenu znanja te poboljšanje vještina za bolje upravljanje gradom. 

U sklopu URBACT-a postoje 3 vrste mreža - mreže za planiranje, mreže za prijenos i mreže za prijenos inovacija - koje pokrivaju širok raspon urbanih tema.
