Centar Sarajevo faces one of the toughest talent challenges in the C4TALENT network: high youth unemployment, strong outward migration, and deep social inequalities. For many young people, entrepreneurship has long felt risky, distant, and unsupported — something to try elsewhere, not at home.
Through C4TALENT, the municipality chose to focus less on quick fixes and more on building solid foundations. Instead of isolated actions, Centar Sarajevo worked on strengthening the conditions that make staying a realistic option: accessible entrepreneurship infrastructure, inclusive support services, and clearer pathways into business creation — with a growing emphasis on green and future-oriented sectors.
The city’s Integrated Action Plan reflects this long-term approach. It combines mentoring and training, simplified access to support through helpdesk services, better use of municipal assets for workspaces, and stronger collaboration between public institutions, education, civil society, and the private sector. Inclusion is a central thread throughout the plan, ensuring that young people, women, and underrepresented groups can access opportunities on equal footing.
For Centar Sarajevo, opening the door to talent is ultimately about resilience. Not promising easy success — but creating conditions where building a future locally feels possible, supported, and worth the risk.
