Your city, your choice - this is the guiding philosophy of CITI4UD, an URBACT Transfer Network led by the Municipality of Alytus (Lithuania) and co-funded by the European Union through the URBACT IV Programme (Interreg). Born from a pioneering experiment in participatory urban governance, CITI4UD is rooted in a simple but transformative idea: that the people who live on a city's streets are best placed to decide what those streets need. What began in Alytus as an innovative system allowing groups of residents to propose, evaluate and vote on concrete infrastructure projects gradually evolved into a structured, replicable model of citizen-driven urban development - recognised as an URBACT Good Practice and now the foundation for a transnational transfer network. At its core, CITI4UD brings together municipalities and their communities to co-design and implement improvements that residents themselves have identified and championed. The model goes beyond infrastructure: it is a way of rebuilding trust between citizens and local government, and of ensuring that every resident - regardless of background - has a genuine voice in shaping their city. The network connects seven partner cities alongside Lead Partner Alytus: Ampelokipi-Menemeni (Greece), Rivas Vaciamadrid (Spain), Dublin (Ireland), Alghero (Italy), Cimislia (Moldova) and Podilsk (Ukraine). Together, they are working to embed participatory governance into local policies and practices - with each city adapting the model to its own context through three structured transfer phases (Understand, Adapt and Reuse) running from November 2025 to April 2028.
