Summary

David is an urban and regional economist with over 15 years of experience analysing cities and regions and informing the design and implementation of integrated, place-based development strategies. His work focuses on supporting local and regional authorities in addressing complex urban challenges through evidence-based analysis, multi-level governance and collaborative policy processes.

Holding a PhD in economics, David has extensive experience in urban systems, small and medium-sized cities, and shrinking cities, as well as in urban–rural linkages, access to services, and the territorial impacts of the green and digital transitions. His professional background includes the management and delivery of international comparative projects on urban and regional development, working closely with national, regional and local governments across Europe. His work combines analytical research with policy dialogue, fieldwork, and the facilitation of exchanges between cities and institutions.

He is particularly experienced in supporting integrated approaches to urban development, translating data and research into practical and actionable policy recommendations, and fostering cooperation across sectors and levels of government. He has worked extensively in multidisciplinary teams and multi-stakeholder settings, contributing to peer-learning processes and supporting public authorities in reflecting on governance arrangements, policy coherence and implementation capacity.

Through URBACT, David aims to support cities in strengthening their strategic planning capacities, developing inclusive and participatory approaches, and co-designing sustainable and resilient solutions that respond to local needs while remaining aligned with European policy frameworks.
