Summary

Gilberto MARTÍNEZ is an expert in EU project management, evaluation, and urban governance with more than 15 years of experience working with public authorities, NGOs, and European networks. His expertise covers integrated urban development, participatory governance, digital transition, and inclusion, combining municipal experience with strong analytical and methodological skills.

He serves as an external evaluator and rapporteur for the European Education and Culture Executive Agency (EACEA), several Erasmus+ National Agencies (Ireland, France, Serbia), and the European Commission’s DG JUST, assessing projects related to youth, civil society, equality, rights, digital skills, and social inclusion. His work includes feasibility analysis, monitoring and evaluation, consensus reporting, and policy-oriented assessments.

Gilberto was part of the European projects department of the Municipality of Quart de Poblet, contributing to EU initiatives linked to citizen engagement, youth policies, participation, and sustainable urban development. He also worked on the SmartGov project under JPI Urban Europe, developing decision-support approaches for local authorities. As part of SmartGov, he co-authored peer-reviewed publications on smart governance, citizen participation, and data-driven urban decision-making, including articles in the International Journal of Electronic Government Research and contributions to research anthologies on citizen engagement.

He is Vice President of CONNECT International, a European network focused on digital rights, digital citizenship, and democratic participation, and Director of BACKSLASH, an organisation active in social innovation, human rights, cultural participation, and environmental initiatives. These roles reinforce his experience in transnational cooperation, co-creation processes, and community-driven innovation.

Gilberto holds an MBA, a Master’s in Project Management, and certifications in PM², PRINCE2®, SCRUM Master, and Risk Management. He is fluent in English and experienced in designing and facilitating transnational peer-learning activities, co-design workshops, and digital collaboration using tools such as Miro, Mentimeter, Trello, Zoom, and MS Teams.

His publications include methodologies and research on digital governance, entrepreneurship, gender equality, youth work, and civic participation. Throughout his work, he supports cities and organisations in translating innovative practices into actionable policies that strengthen inclusion, sustainability, and resilient urban development across Europe.
