Summary
Gloria Elena Rendón Toro is a senior consultant and urban governance expert specialising in migration, inclusion and the strengthening of public service systems at local level. With over 20 years of experience across Europe and Latin America, she has worked with cities, governments and international organisations on the design, implementation and evaluation of reception and inclusion policies.
She has led and advised strategic processes for municipalities including Barcelona, Bilbao and Getxo, and has contributed to national and local migration governance frameworks in Costa Rica, Mexico and Medellín through EU cooperation programmes implemented with ICMPD and partner organisations. Her work bridges policy design with operational implementation, combining evidence-based approaches, participatory methodologies and multi-stakeholder governance models.
She currently contributes to Barcelona's Advisory Council for the Anti-Racist Plan 2025–2035, is advising the Municipal Emergency Social Service of Bilbao on its strategic redesign process, and supports the strengthening of the monitoring and evaluation framework of Medellín’s Public Policy on Migration Management through an EU-funded cooperation initiative.
She is a PhD candidate in Sociology at the Autonomous University of Barcelona (UAB), focusing on reception policies and local governance. She holds a Master's in Political Science (with honours, UAB) and has been a lecturer in the UAB/UB Interuniversity Master's in Contemporary Migration Studies since 2014.
