Summary

Michail Bourmpos is a highly experienced IT and digital governance professional with over two decades of expertise in public sector innovation, EU-funded urban development initiatives, and strategic ICT planning. He currently serves as the Director of Information Technology for the Municipality of Piraeus, Greece, where he leads the municipality’s digital transformation efforts, manages critical IT infrastructure, and oversees the implementation of European-funded projects. His role spans a wide spectrum of responsibilities including IT governance, cybersecurity, data management, strategic planning, and interdepartmental coordination.

Michail is an Electrical & Computer Engineer and holds a PhD in Information Technology and Communications from the National and Kapodistrian University of Athens. He also holds an MBA in techno-economic systems from the National Technical University of Athens, and two MSc degrees in Control Systems and Advanced Computing from Imperial College London. His research has led to multiple peer-reviewed publications in the fields of optical networks, intelligent systems, and smart infrastructure. He has worked extensively as a researcher and freelance IT project manager for national institutions such as the National Centre for Social Research, the Greek Statistical Authority, and several Greek universities. 

He has a distinguished track record in managing complex projects under a variety of European frameworks, including URBACT III & IV, the Urban Innovative Actions (UIA), European Urban Initiative (EUI), Horizon 2020, Interreg, and Connecting Europe Facility (CEF). He has served as project manager, coordinator and peer reviewer for more than 20 projects in areas such as smart city development, civic engagement, urban resilience and digital security. Notable examples include “Be Secure Feel Secure” (UIA), “Cities After Dark” and “CITISENSE” (URBACT IV), and multiple peer reviews and city exchanges under the EUI. His ability to translate urban needs into practical digital solutions has been central to the success of these initiatives.
