Summary
Panagiotis Kinanlis is currently Financial Project Manager for Cooling Havens (European Urban Initiative – Innovative Actions), addressing the escalating climate crisis in Athens through water-powered public interventions creating new blue and green infrastructure. In parallel, he provided expert support to the Athens Tourism Observatory, analysing the city's tourism and cultural product and producing policy-oriented recommendations. Previously Senior Project Manager at TOPOSOPHY (agritourism strategy for the Greek Ministry of Tourism under RRF) and Project Manager at TREK Development (Skills4Sports ENI CBC MED, THEMATIC Interreg ADRION, TheRout_Net Interreg Greece–Italy). With over 15 years of experience managing EU-funded projects and evaluating transnational cooperation programmes, his expertise spans sustainable urban development, sustainable tourism, evaluation and assessment, SME support, and regional development. He has served as external evaluator and rapporteur for Interreg VI-A programmes (Greece–Italy, Greece–Bulgaria, Greece–Albania), IPA ADRION, EIT Culture & Creativity, MANTRA Horizon Europe cascade call, and EUREKA/ESTARS3. Panagiotis brings proven competences in designing and delivering transnational exchange and learning activities, securing funding and resourcing for integrated strategies, and sustaining stakeholder engagement to translate plans into action. His approach combines rigorous programme management with participatory methods that ensure strategies move from design to implementation. Panagiotis holds a Master's Degree in Sustainable Development (Harokopio University), is a PhD candidate researching emerging technologies in supply chain management, and is a validated URBACT IV Expert.
