Summary

Helping cities turn integrated strategies into implementable, well-financed actions.

I am a Portuguese expert in integrated and sustainable urban development, working for more than 25 years, at the intersection of the energy transition, municipal finance and data informed governance. I support municipalities and inter-municipal communities in the design, appraisal and implementation of urban and territorial strategies and investment projects, from sustainable energy and climate action to the economic and financial structuring of urban infrastructure.

My recent work includes the development of decision-support and simulation tools that allow local authorities to test the energy, economic and territorial logic of complex projects before committing resources, as well as municipal data platforms benchmarking energy, housing and local public services across Portuguese territories.

As a URBACT Validated Expert, I carry out ad-hoc expertise missions supporting URBACT networks and Programme-level activities, with direct working knowledge of the URBACT Method: integrated and participatory action planning, transnational exchange and learning, and capacity-building for cities. Beyond URBACT, I have experience in the assessment of applications under EU-funded programmes and under Portuguese national and regional funding instruments, preparing structured assessment sheets and contributing to consensus-based panel decisions.

I am particularly motivated by helping cities move from plans to delivery, connecting strategy, funding and data, and by supporting peer learning between European cities. I work in Portuguese and English.
