Stefan Bulatović

Based in Montenegro, I am a sustainable urban mobility specialist with an international academic background and extensive experience in strategic mobility planning, co-creation, communications and advocacy. I work with municipalities, international organizations and civil society to support the development of more inclusive, resilient and people-centred mobility systems.

Key expertise and achievements

• Sustainable Urban Mobility Plans (SUMPs): I have authored two SUMPs for the Montenegrin municipalities of Kolašin and Rožaje. This work involved designing and facilitating the entire co-creation process, while ensuring broad engagement and collaboration across a wide range of stakeholders.
• Policy development: I have co-authored three local cycling strategies and various policy documents advancing sustainable urban mobility planning in Montenegro. Through consultancy work, I also provided advisory support to several other Montenegrin municipalities on various mobility initiatives, with a focus on active mobility.
• URBACT Integrated Action Planning: I recently completed the development of an Integrated Action Plan (IAP) for the Municipality of Berane within the ECONNECTING network, applying the URBACT principles of co-creation, integration and participatory governance.

Professional roles and stakeholder engagement

• International consultancies: I have served as a consultant for GIZ and the UNECE on sustainable mobility planning, urban resilience and integrated policy approaches, supporting various local stakeholders.
• Civil society work: I serve as the Programme Director at NGO Biciklo.me, where I lead projects and advocacy efforts to promote sustainable urban mobility throughout Montenegro.
• Government policy: I am a member of the Government of Montenegro’s Working Group for Chapter 14 – Transport Policy within the EU accession process, where I contribute expertise on sustainable urban mobility at the national level.

Background and qualifications

• Other experience: In addition to mobility, I have also worked in the fields of communications and higher education, which all strengthened my ability to translate complex concepts into clear messages and engage diverse audiences. My past positions include English Language Instructor at the University of Montenegro, Communication Associate at UNHCR and Visibility & Communications Consultant at the Ministry of European Affairs of Montenegro.
• Education: I hold an MA in Linguistics from the University of Groningen, with specialization in sociolinguistics, and a BA in English Language and Literature from the University of Montenegro.
• Certification: In addition to being validated URBACT expert, I am also certified as a local urban mobility expert by GIZ.
