After more than two years of collaboration and exchange the C4TALENT Final Network Product is now available on the project website.
The package brings together the key outcomes of the C4TALENT URBACT Action Planning Network and translates them into a practical, reusable resource for cities working on talent attraction, retention and entrepreneurial ecosystem development.
At the heart of the product is a core publication that explains the overall logic of the C4TALENT approach and how the different elements fit together. This is complemented by a series of short video masterclasses, each accompanied by practical written guides that help cities turn concepts into action.
What does the Final Network Product offer?
The materials are structured around three interconnected pillars:
Entrepreneurial ecosystems – strengthening local support structures, coordination and pathways for entrepreneurs;
Talent attraction management – understanding talent journeys and turning fragmented initiatives into coherent systems;
Place branding grounded in reality – aligning identity, behaviour and communication to make places credible and attractive.
Rather than promoting ready-made solutions, the package builds on real city experiences. It offers concrete examples, tools and reflections that cities can adapt to their own context — whether they are just starting out or refining existing strategies.
The Final Network Product does not promise to “solve” brain drain. It helps cities focus on the right challenges, clarify their priorities and choose actions that fit their place.
