There is always a point in every project when conversations give way to construction sites, freshly planted trees, newly painted walls and people asking, "When can we use it?" For the 27 cities participating in the URBACT Pioneers Accelerator, that moment has arrived.
After fifteen months of learning, questioning assumptions, involving citizens, testing ideas and refining plans, the programme has entered its final chapter. Across the Western Balkans, pilot actions are no longer sticky notes on workshop walls (Dynamic Journal pages) they are becoming part of everyday urban life.
No two cities have followed exactly the same path, yet together they tell a very coherent story. They are proving that sustainable urban development is not a single project or a masterplan. It is hundreds of practical decisions that gradually change how a city works and how people experience it. Across the network, cities are tackling a wide range of priorities.
Some are investing in smart tourism and cultural heritage, using digital tools to promote local attractions and strengthen their identity. Interactive information points, digital totems and hybrid benches are being installed in public spaces. One city is creating a panoramic viewpoint that helps redefine the city's image beyond its industrial past.
Others are focusing on more sustainable and inclusive mobility. New cycling infrastructure, public bicycles, e-bikes, solar charging stations and accessible public spaces are making it easier for residents to move around safely and sustainably. Combining Tourism and Mobility, another city is piloting urban bus service and digital mobility solutions aim to reduce seasonal congestion during the busy tourist months.
Environmental action is another strong theme. Cities are introducing innovative waste management and circular economy initiatives, ranging from smart waste bins equipped with sensors to school recycling campaigns, neighbourhood composting systems, waste collection cargo bikes and creative reuse initiatives that actively engage citizens.
Green infrastructure is also taking centre stage. Across the region, underused spaces are being transformed into greener, healthier and more inclusive places. Therapeutic gardens, rain gardens, pocket parks, shaded public spaces and school-led greening initiatives demonstrate how even relatively small interventions can improve wellbeing, strengthen climate resilience and encourage social interaction.
Different places. Different challenges. Different solutions.
Yet every action shares something in common. Each one has been built through collaboration between municipalities, local stakeholders and citizens. Each one started with listening before designing. And each one is intended to be more than a standalone intervention. It is a demonstration that a different way of working is possible.
This has always been the ambition of the URBACT Pioneers Accelerator. Throughout the programme, cities have explored how integrated planning, participation and experimentation can become part of everyday local governance. The pilot actions now being implemented are the visible expression of that learning: small enough to be achievable, but ambitious enough to inspire what comes next.
Looking ahead to Sarajevo
On the 17th of September, all 27 cities will gather in Sarajevo for the programme's Final Showcasing Event. It will be an opportunity to celebrate completed actions, share lessons learned and reflect on what eighteen months of collaboration have made possible. More importantly, it will be a chance to recognise that the real legacy of the programme is not only the projects themselves, but the people, partnerships and new ways of working that will continue long after the event has ended.The event will bring together participating cities, European institutions, experts and stakeholders to showcase the results of the pilot actions, exchange lessons learned and reflect on how local innovation contributes to sustainable urban development and the EU enlargement process.
By then, the stories will no longer be about plans. They will be about places.
