This time our journal covers the period from the Mid-Term Reflection in Sombor (October 2025) to the peer review of draft Investment Plans in Elche and Paris (early 2026)—a key transition from precipitation to run-off. It is a moment where cities move from testing and exploration towards consolidation, alignment and strategic clarity.

It also provides insights to two excellent Network webinars on Governing Hydro-Heritage: the first dedicated to participation in the digital age through data-informed actions, and the second to building sustainable governance structures for systemic transformation. 

Last but not least, our lead expert Sandra Rainero, submits her own priceless insights on “keeping the flow going” in the URBACT Hydro-Heritage Cities Network. 

Through reflection, exchange and peer learning, partners are refining their approaches, strengthening their Investment Plans and building the foundations for long-term impact.
