In Pomorie to tackle energy poverty

EmPowerIngUs partners gathered in Pomorie in September 2025 for the third Transnational Meeting of the network: a four-day event dedicated to sharing practical solutions to combat energy poverty and improve energy efficiency in urban communities.

Hosted by the Municipality of Pomorie, the meeting brought together local authorities, experts and project partners to exchange experiences, assess progress and plan the next phase of actions aimed at supporting vulnerable households. Participants explored both “soft” measures, such as energy-saving kits and citizen support services, and “hard” measures focused on building renovation and energy-efficient construction.


The programme opened with presentations on Pomorie’s local context, highlighting the challenges of balancing tourism development with energy efficiency and social inclusion. Discussions also covered European funding opportunities, including the LIFE Programme, and innovative approaches to sustainable energy management and smart city development.


A key focus of the meeting was knowledge transfer. Workshops addressed topics ranging from energy bill optimisation to technical solutions for improving the performance of older buildings. Experts also examined the growing issue of the feminisation of energy poverty, presenting lessons learned from several European projects.


Field visits allowed participants to observe local housing conditions and ongoing rehabilitation initiatives, while exchanges with construction professionals provided valuable insights into practical implementation challenges. Partners also reviewed the testing actions carried out during the summer, sharing results and identifying opportunities for replication in other cities.


The final day focused on future investment and continuity plans. Cities presented progress achieved during the project’s “Adapt” phase and worked on strategic exercises designed to transform pilot experiences into long-term policies and investments. The meeting concluded with a review of upcoming activities and a shared commitment to strengthening cooperation in the fight against energy poverty across Europe.
