Chișinău, the capital of the Republic of Moldova, faces growing traffic congestion, parking shortages, increasing car dependency, and fragmented institutional responsibilities for mobility management. In 2026, the municipality adopted its Sustainable Urban Mobility Plan (SUMP), creating a strategic framework but requiring concrete implementation mechanisms. The project aims to transform strategic planning into practical action through integrated mobility governance, stakeholder engagement, and pilot interventions. The initiative will establish a permanent local mobility governance structure, strengthen cooperation between transport, urban planning, road infrastructure and enforcement authorities, and test innovative solutions such as parking management schemes, tactical urbanism interventions, mobility data platforms, and participatory Action Labs. Through transnational exchange, the project seeks to improve mobility governance, reduce car dependency, promote sustainable travel behaviour, enhance public space quality, and create scalable solutions that can be embedded into municipal policies and future investments.
