Rising temperatures and extreme weather events require European cities to enhance their climate resilience. València, through València Sostenible (VS), has already demonstrated its commitment to the ecological transition and has initiated work on a Municipal Network of Climate Shelters (since 2022).

This project will address the challenge of transforming climate shelters from passive cooling points into active urban resilience hubs for the entire community, maximizing their reach and impact through comprehensive planning and multi-stakeholder participation.

The project aims at developing cities’ Integrated Action Plans (Master Plan for Climate Shelters Network) that defines the vision, objectives, and roadmap for the Climate Shelters, covering different types of spaces and stakeholders, and establishing a governance model for the management and sustainability of the network.

This IAP will be fed by different learning pillars, which will structure the exchange of experiences within the COOL CITIES network.

Learning Pillar 1: Network Expansion and Growth

Learning Pillar 2: Climate Shelters as Resilience Hubs

Learning Pillar 3: Replicability, Capacity Building, and Knowledge Transfer

We are looking for cities that might be interested in the topic, with especial interest to cities that want to lead a consortium.
