Since 2025, the City of Lyon has been developing an integrated data observatory. The project is now entering a key implementation phase for 2026–2027. The initiative brings together several municipal departments (mobility, police, IT, health, etc.) as well as external corporate stakeholders. Its objective is to build a centralized system that connects and leverages city-managed data to support more effective and coordinated urban policies.

 

Objectives

 

The project aims to:

  • Improve the management of public policies, with a strong focus on environmental and social challenges
  • Support the development of prospective scenarios for urban planning and decision-making
  • Facilitate data sharing and collaboration with external partners
  •  

Planned Outputs

The project will deliver three thematic observatories, based on a shared architecture and common tools:

  • On-street parking policy
  • Security
  • Health
  •  

Each observatory will enable:

  • Multi-perspective data analysis, including geospatial analysis
  • Access to automated reports and dashboards adapted to management needs
  • Simulation of policy impacts based on evolving parameters to support decision-making

Alignment with Local Strategy

The project is aligned with Lyon’s strategic IT priorities, in particular:

  • Digital sovereignty
  • Autonomy

URBACT Network Ambition

Within the framework of an URBACT network, the project seeks to:

  • Exchange practices and methodologies with other European cities
  • Test and adapt the observatory model in different urban contexts
  • Co-develop transferable tools and approaches for integrated data governance
  •  

Partnership Search

We are looking to build a network of European cities and stakeholders interested in data-driven urban governance.

 

We are currently seeking:

  • Project partners (cities, public authorities, or relevant stakeholders)
  • A Lead Partner / Coordinator to support the development and coordination of the URBACT network
