Est Ensemble is an urbanized, working-class, densely populated, and dynamic area, with 17,000 housing units completed since 2020. There are 78,700 social housing units registered under the Solidarity and urban renewal law.
Despite these trends, Est Ensemble remains a high-pressure area where low-income households struggle to access affordable, quality housing. The average price of private housing rose by 13% between 2020 and 2025, and the number of applicants for public housing continues to rise, reaching 42,902 households in 2024 for 2,945 allocations.
In this context, Est Ensemble aims to:
· Promote access to housing for all and improve living conditions for residents of the social housing
· Develop a supply of affordable, quality housing by creating 50% affordable housing in development projects, including 30% social housing
· Regulate the private rental market to maintain a sufficient supply of quality private rental housing at affordable prices and implement anti-speculation measures to discourage investors seeking high profits
We implemented some actions wich are now accelerated :
- Rent control and developer charters establishing reference prices;
- Development of a land strategy;
- Expansion of social homeownership options, particularly through solidarity-based real estate leases
