While many cities have developed policy frameworks to promote the inclusion of ethnic minorities and immigrant population, significant gaps remain between strategic intent and effective, transformative local practice. This network seeks to respond to this challenge by reframing inclusion not as a sectorial or compensatory policy field, but as a process of expanding people’s real opportunities to live lives they have reason to value, rooted in the specific territorial, social and cultural contexts of cities. Within this framework, the network focuses on three deeply interconnected domains that are central to sustainable multicultural inclusion - access to adequate housing, skill development and cultural valuation - through integrated, place‑based and co‑produced action.
