Digitalisation is transforming society and reshaping how local governments operate. In this context, artificial intelligence has become a key driver of change, offering new possibilities to streamline administrative processes, enhance citizen services and relieve employees in their daily work. With its AI strategy, the City of Koblenz is laying an initial foundation for the responsible, impact-oriented and data-protection-compliant use of these technologies.

At the same time, Koblenz aims to strategically connect the fields of artificial intelligence, cybersecurity, public administration and innovative start-ups. Particular attention is given to the protection of sensitive data in areas such as healthcare and defence, where trustworthy and resilient digital solutions are essential. By linking administrative expertise with technological innovation and entrepreneurial creativity, the city seeks to become a hub for secure and socially beneficial AI applications.

Start-ups play a central role in this vision. Koblenz already benefits from successful young companies, strong universities and a technology centre, as well as from its proximity to established innovation ecosystems in the region. Building on strengths in IT and technology, healthcare, security-related industries and public administration, the city intends to develop a coordinated start-up ecosystem together with state and federal institutions.

Based on these themes, Koblenz is interested in forming an Action Planning Network within the URBACT Programme in order to learn from other European cities and jointly develop effective local strategies. The city seeks to exchange practical experience on how to integrate artificial intelligence into public administration in a responsible way, how to strengthen cybersecurity for sensitive sectors such as healthcare and defence, and how to foster regional start-up ecosystems around these focus areas.
