Com'ON City is an EU URBACT Transfer Network built around a proven model of youth civic engagement. At its core is Com'ON, a participatory budgeting programme developed in Cluj-Napoca, Romania, that enables young people to identify and implement solutions to community challenges while developing skills, agency and civic engagement. Recognised as an URBACT Good Practice, it has supported 1,000+ initiatives and engaged 50,000+ citizens since 2015. Through the network, four partner cities, Veszprém (Hungary), Leeuwarden (Netherlands), Piacenza (Italy) and Valongo (Portugal), will adapt and transfer Cluj-Napoca's model to their own contexts between 2025 and 2028, strengthening participatory democracy, youth ecosystems and social trust across Europe.
