WELDI Advocacy Paper

Edited on 19/01/2026

Composed of 10 local authorities from a diversity of geographical positions and sizes, the URBACT Action Planning Network WELDI (2023-25)  identified a range of common obstacles for its objective of strengthening human rights in local migrant and refugee reception.

This advocacy paper outlines these obstacles and provides ways to address them. They were discussed with network members and external partners such as Eurocities, the International Alliance of Safe Harbours / From the Sea to the City, the Urban Agenda Partnership for the Inclusion of Migrants and Refugees and the French Association of Welcoming Cities and Territories ANVITA.
