Alytus: From Concept to Commitment

C4TALENT concludes in Alytus.


Alytus did not enter C4TALENT as a blank slate. Building on experience from a previous URBACT network, the city joined the project with a clear understanding of its challenges—and a strong ambition to move forward.

One key idea was already on the table: an innovation hub. What Alytus needed was not a new concept, but clarity, content, and momentum. Through peer learning, expert support, and strong political leadership, the city transformed this idea into a concrete local ecosystem. Mentoring, acceleration programmes, STEAM education, and support for first-time entrepreneurs were connected into a coherent pathway, now firmly anchored in Alytus’ Integrated Action Plan.

Perhaps the biggest shift was one of mindset. Over the course of the project, Alytus moved from testing ideas to committing to a long-term direction—turning experimentation into confidence and strategy.

Sharing Results Locally

At the end of November, Alytus presented the main outcome of its C4TALENT journey: the Integrated Action Plan aimed at strengthening the city’s economic potential and opening new opportunities for talent, innovation, and entrepreneurship.

The event brought together the city’s political leadership, members of the City Council, the URBACT Local Group, and representatives of the municipal administration. The plan outlines an ambitious vision for Alytus as Southern Lithuania’s capital of digital start-ups and innovation—a modern, lively, and inspiring city where talents choose to live, work, and build their future.

Key priorities include developing modern collaboration and innovation infrastructure, strengthening the local start-up ecosystem, introducing targeted financial instruments for young businesses, enhancing STEAM competences in education, and implementing a focused city image and talent attraction strategy. The plan is the result of close cooperation between local stakeholders and international partners within the C4TALENT network.
