Municipalities as Democratic Facilitators

Eight partner cities, one network, and multiple hours of collaboration across national boundaries. After 2½ years the COPE project is coming to an end. To mark the conclusion of the project, the COPE network presents the publication Municipalities as democratic facilitators of a green and just transition, which brings together experiences from eight European cities.

The publication created by the COPE network showcases how eight European cities unlock the green potential of citizen action through a collection of case studies. 

Get inspired by a green mobility plan in Bistrița, urban gardening in Saint-Quentin, or community fridges in Vilnius. 

Taken together, these case studies illustrate a broader trend: local action, rooted in citizen engagement and supported by flexible financing, can produce scalable models for sustainable, resilient cities. For policymakers and local authorities, they provide a practical evidence base, demonstrating that sustainability and social well-being are achievable when communities are empowered to co-create solutions.
