Recap of the 8th Transnational Meeting in Bijelo Polje: One Step Further in the Fight Against Social Isolation

From March 3 to 5, 2025, the city of Bijelo Polje, Montenegro, hosted the 8th Transnational Meeting (TNM) of the Breaking Isolation network. This key event of the URBACT IV program brought together 8 partner cities in person and 2 more online, reaffirming the collective commitment of European actors in the fight against social isolation. 

A TNM Focused on Collaboration and Progress 

Over three days, partners exchanged updates on project progress and worked on several key themes: 

Financial Management : A budget reallocation was discussed to adjust resources for each city in preparation for 2025 initiatives. 
Project Communication : Each partner shared local and collective communication strategies to enhance the visibility of the Breaking Isolation network. 
Status of Experimentations : Cities presented their progress since the previous TNM in December, including selected experimentations and initial field tests. 
Co-Creation of Tools Against Isolation : Collaborative efforts led to the design and structuring of practical tools to better support isolated individuals. 
Towards Integrated Action Plans : Initial discussions on future Integrated Action Plans were launched, based on a model proposed by Christophe Gouache, a European expert from the URBACT program.

Moments of Discovery and Inspiration 

Beyond collaborative work, the TNM also allowed participants to explore Bijelo Polje and its social initiatives: 

Cultural Immersion : Delegates enjoyed local specialties during traditional meals, fostering informal exchanges in a warm setting. 
Heritage Exploration : A city tour and a visit to a local exhibition provided deeper insights into Bijelo Polje’s history and traditions. 
Inspiring Encounters : Participants visited several organizations committed to social inclusion, such as a senior club and a retirement home, gaining valuable perspectives for future initiatives. 

Full Speed Ahead to the Experimentation Phase! 

With the conclusion of this meeting, the Breaking Isolation network now enters a crucial phase: the on-the-ground experimentation of selected actions, set to begin in June-July 2025. This step will help assess and refine solutions before their integration into the Integrated Action Plans, which will be deployed by late 2025 – early 2026 to influence local public policies sustainably. 

Once again, this TNM showcased the strength of collaboration within the URBACT program: uniting efforts, sharing experiences, and innovating together to break social isolation.
