Official presentation of the Integrated Action Plans
One of the main objectives of this TNM was the presentation of the finalised Integrated Action Plans (IAPs). Each city was able to present the completed version of its plan, the result of two years of ideation, experimentation, and consultation with local stakeholders. Two ad hoc experts, invited to review several of these documents, also shared their analyses and feedback with the partners. Their external perspective highlighted the quality of the work achieved, the relevance of the approaches undertaken, and the diversity of strategies chosen by the cities, while providing recommendations to strengthen certain elements before entering the implementation phase.
A major highlight: the online conference
On 9 December, a key moment punctuated the meeting: a 90-minute online conference open to the public. It provided an opportunity to look back on the journey of the network, officially present the final Action Plans, and share the project’smain learnings. The event was enriched by the contribution of Kazuki Yamada, representing the World Health Organization (WHO), who revisited the progress of the Global Commission on Social Connection, launched just a few months after the beginning of Breaking Isolation in 2023—drawing a meaningful parallel between international dynamics and the local initiatives developed by network partners.
An official reception at Agen City Hall
he meeting concluded with an official reception at the City Hall, presided over by the Mayor of Agen. In his speech, he praised the commitment and high-quality work carried out by the European delegations, as well as the importance of the actions designed, which will enable each municipality to deploy concrete responses to social isolation. He also emphasised the human dimension of the network, characterised by strong cohesion, genuine friendship between partners, and a spirit of cooperation that has continually enriched the project throughout the meetings.
Cultural moments to strengthen cohesion
As in every TNM, the two days were also punctuated by moments of conviviality and cultural discovery. The delegations were notably invited to visit the exhibition “French Enlightenment: Philosophers from the Court of Versailles to Agen,”offeringan immersion into France’s intellectual history and a valuable moment of shared exchange.
Following this final meeting, each partner now leaves with a completed Integrated Action Plan, strengthened by intercity exchanges and the insights of external reviewers. The year 2026 will mark the beginning of a new stage: the implementationof actions across all territories. After two years of reflection, analysis, and experimentation, the cities are now entering a concrete phase, determined to deliver local, innovative, and sustainable solutions to combat social isolation.
