On 26–27 March 2026, UNIDAS4EU partners visited Vicenza, Italy, as part of Phase 1 – Understand, focusing on the city’s local system for the prevention and response to gender-based violence, with particular attention to coordination between local authorities, the health system, civil society organisations, and specialised victim support services.
The visit provided an in-depth overview of the local framework, administrative and operational procedures, and existing services, highlighting an integrated approach that combines prevention, emergency response, long-term support, reintegration, and work with perpetrators. Key sites visited included Palazzo Trissino (Vicenza City Hall), for institutional and working sessions, and the CEAV Anti-Violence Centre, where services, procedures, and the multidisciplinary team were presented in detail.
Key conclusions from the visit:
- Vicenza has a well-structured and multi-layered system bringing together institutional, health, social, and civil society actors.
- The CEAV Anti-Violence Centre plays a central role in coordinating specialised support and case management.
- The “Red Code” protocol ensures fast-track and priority response for victims within the health system.
- Integrated cooperation across sectors supports a continuum of care from emergency response to long-term recovery.
- The system includes dedicated interventions for perpetrators and specific support for children exposed to violence.
Transferability Perspective:
Vicenza offers a mature and comprehensive model, particularly in terms of multi-sector coordination and specialised service delivery. Its integrated approach provides valuable insights for strengthening end-to-end pathways, from early intervention to reintegration and prevention of reoffending.
