In Piraeus, the challenge was not a lack of ambition, talent, or economic potential. With a major university, a strong port economy, and an entrepreneurial spirit, the city had many of the right ingredients. Yet for young entrepreneurs, the first steps often proved difficult. Affordable workspace, mentoring, and practical guidance were fragmented or hard to access — turning good ideas into slow starts.
Through C4TALENT, Piraeus chose a pragmatic path. Instead of waiting for large-scale reforms, the city focused on testing immediate, low-threshold solutions that could respond directly to real needs. A small business hub was piloted, mentoring schemes were strengthened, and cooperation between the university and local businesses was brought closer to everyday practice.
These hands-on experiences strongly shaped Piraeus’ Integrated Action Plan, which prioritises usability, accessibility, and speed. The emphasis is on support that entrepreneurs can actually step into — without complex procedures or long delays.
For Piraeus, opening the door to talent did not mean creating distant flagship projects. It meant making entrepreneurship support tangible, visible, and ready when people need it most.
